MINUTES OF THE PUBLIC REGULAR MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, AUGUST 14, 2018 at 5:30 P.M.

The Town of St. Francisville Board of Aldermen met in regular session this 14th day of August 2018 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. The meeting was called to order at 5:35 p.m. with the following members present: Mayor William H. D’Aquilla, Alderman James R. Leake, Alderman Abby T. Cochran, Alderman Gigi Robertson and Alderman Susie Tully. Also present, Town Attorney Jesse Means, Police Chief Scott Ford, Main Street Manager Laurie Walsh and Town Clerk, Shannon Sturgeon.

Absent: Alderman Bryan Kelley and Assistant Town Attorney Leslie Daniels.

Prayer led by Alderman Susie Tully.

The pledge led by Tip Pace.

Motion made by James R. Leake, seconded by Gigi Robertson to approve the minutes from the last regular meeting July 24, 2018. All in favor, motioned carried.

PUBLIC MEETING

Open Floor for Public Comment
Mayor D’Aquilla opened the floor for any public comments before commencing with the new business.

Daniel Steiner, Project Manager for Fract Group Swiss and Benjamin Liewald, Senior VP Project of Fracht USA (which is a freight forwarding company) and; Jared Bush, General Manager of Transportation for Burkhaltrer and Rick Umfress, General Superintendent for Burkhalter (which is a company specializing in lifting, rigging, and transportation) requested the opportunity to address the Mayor and Alderman. Their companies are tasked with delivering a shipment of transformers from the ferry landing to the nuclear plant and are requesting permission to haul the equipment through town by traveling up Ferdinand and Commerce Streets. The company representatives provided detail drawings of the equipment on a 16-axel trailer with an estimated clearance requirement of 19’ that would be used to haul the transforms. They will hire a certified arborist to trim limbs, provide a hold harmless agreement and bond to the town.

After much discussion, the board of alderman requested a mock run be held with the mayor, alderman, town attorney, arborist and a representative from the town’s engineering firm to be present to check for clearance issues to the oak trees on historic Ferdinand Street. After the mock run, the permission request can be added to the next agenda. The company representatives agreed and will arrange a mock run.

New Business:

PEC Report –Bianca Hillhouse of Professional Engineering Corporation (PEC) was unable to attend.
No new update provided.

Resolution 2018-6 A Resolution to Support Preparation and Submittal of an Application for Funding through Community Water Enrichment Fund (CWEF) for Water Line Replacement in the Royal Street Area.
Motion made by Susie Tully, seconded by James R. Leake to approve Resolution 2018-6. All in favor, none opposed. Motion carried.

Resolution 2018-7 A Resolution to Support Preparation and Submittal of an Application for Funding through Local Government Assistance Program (LGAP) for Water Line Replacement in the Royal Street Area.
Motion made by Gigi Robertson, seconded by Abby T. Cochran to approve Resolution 2018-7. All in favor, none opposed. Motion carried.

Approve Annual Louisiana Compliance Questionnaire
Motion made by Susie Tully, seconded by Abby T. Cochran to approve the Annual Louisiana Compliance Questionnaire as presented. All in favor, none opposed. Motion carried.


Approve Annual Louisiana Attestation Questionnaire
Motion made by James R. Leake, seconded by Susie Tully to approve the Annual Louisiana Attestation Questionnaire as presented. All in favor, none opposed. Motion carried.

Recognize Recent Recipients of Louisiana Municipal Association Service Awards

• James R. Leake - Alderman James Rucker Leake was elected July 1, 1980. Has served the following terms: 1980, 1984, 1989, 1993, 1997, 2001, 2005, 2009, 2013, 2017.

o Mr. Rucker currently serving his 10th term / 38th year.


• Abby T. Cochran - Alderman Abby T. Cochran was appointed June 27, 2006 and then elected in the October 2006 special election. She has served the following terms: 2005, 2009, 2013, 2017.

o Mrs. Abby is currently serving her 4th term / 12th year
