MINUTES OF THE PUBLIC HEARING/REGULAR MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, OCTOBER 9, 2018 at 5:30 P.M.
 
The Town of St. Francisville Board of Aldermen met in regular session this 9th day of October 2018 at 11936 Ferdinand St., Town Hall, St. Francisville, LA.  The meeting was called to order at 5:31 p.m. with the following members present: Mayor William H. D’Aquilla, Alderman James R. Leake, Alderman Abby T. Cochran and Alderman Gigi Robertson.  Also present, Town Attorney Jesse Means, Assistant, Police Chief Scott Ford, Main Street Manager Laurie Walsh and Town Clerk Shannon Sturgeon.
 
Absent:  Alderman Bryan Kelley, Alderman Susie Tully and Assistant Town Attorney Leslie Daniel.
 
Prayer led by Town Attorney Jesse Means.
 
The pledge led by Becky Hillard.
 
Motion made by Abby T. Cochran, seconded by James R. Leake to approve the minutes from the last regular meeting September 25, 2018.  All in favor, motioned carried.
     
 
PUBLIC MEETING
 
Open Floor for Public Comment.  
Mayor D’Aquilla opened the floor for public comments before commencing with new business.  No public comments made.
 
New Business:
 
PEC Report – Update submitted by Bianca Hillhouse of Professional Engineering Corporation (PEC).
 
1. Drainage Washout at Audubon Hills
PEC will provide information to James Purpera to prepare a Capital Outlay Funding Application.
PEC to start putting together plans.
Property for access belongs to Landmark Bank.  We will need to get permission for access during construction.
 
2. Old Hwy. 66 Gas Line Replacement:
Received as-built drawings from the contractor. And punch list items have been completed. Payment of retainage can now be issued.
The gas line on southwest side of Hwy. 61 and Old Hwy. 66 was abandoned and plugged 46 feet west of the fence line.
 
3. Cast Iron/Transite Water Main Replacement
PEC will provide information to James Purpera to prepare a Capital Outlay Funding Application.
LGAP/CWEF Grant application has been submitted.  Waiting to hear on the awards.

Motion made by Abby T. Cochran, seconded by Gigi Robertson to accept the 2019 meeting dates as presented.  All in favor, none opposed.  Motion carried.

Concerned Citizens of Audubon Hills Subdivision
The meeting room was filled with residents of Audubon Hills Subdivision concerned with conflict occurring within their neighborhood.  Subdivision residents Jesse Cannon Black and Becky Hillard spoke to Mayor D’Aquilla and the Board of Alderman regarding negative interactions neighbors are having with fellow Audubon Hills resident Stephanie Ferguson.  One of the major complaints was Ms. Ferguson confronting children without parents present and complaining about how fellow residents keep their property.  
 
Ms. Ferguson also attended the meeting and was given the opportunity to speak and confirmed that she had issues with noise from neighborhood children playing outdoors, some neighbor’s yards not looking as nice as she would like and her desire to re-establish a home owners association to preserve the neighborhood.  
 
After listening to the concerns, Mayor D’Aquilla told Ms. Ferguson she does not have authority to discipline her neighbor’s children and that she needs to try to get along with her neighbors.  The Town recently responded in writing to a list of complaint submitted but Ms. Ferguson, but none of the items submitted were ordinance violations.  Unless there is an ordinance violation that the Town can address or an unlawful action that can be handled by the police department, it does not fall under the Town’s jurisdiction.  If a resolution cannot be reached among neighbors, the next available course of action would be to file a civil suit.
