MINUTES OF THE PUBLIC REGULAR MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, MARCH 12, 2019 at 5:30 P.M.

The Town of St. Francisville Board of Aldermen met in regular session this 12th day of March 2019 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. The meeting was called to order at 5:34 p.m. with the following members present: Mayor William H. D’Aquilla, Alderman James R. Leake, Alderman Abby T. Cochran, Alderman Susie Tully and Alderman Brian Kelley. Also present, Town Attorney Jesse Means, Assistant Town Attorney Leslie Daniel, Police Chief Scott Ford, Main Street Manager Laurie Walsh, and Town Clerk Shannon Sturgeon.

Absent: Alderman Gigi Robertson.

Prayer led by Jesse Means.

Pledge led by James R. Leake.

Motion made by James R. Leake, seconded by Susie Tully to approve the minutes from the last regular meeting February 26, 2019. All in favor, none opposed. Motioned carried.

New Business:
Item #1 PEC Report – Bianca Hillhouse of PEC.

Item #2 Request Approval For a Special Event Alcohol Permit for Pace Enterprises d/b/a/ Catering Connection for the Tunica Music Festival to be Held March 30, 2019 in Parker Park.
Motion made by Abby T. Cochran, seconded by Brian Kelley to approve the special permit request for Pace Enterprises for the Tunica Music Festival. All in favor, none opposed. Motion carried.

Item #3 Accept the Recommendations of the Architectural Design & Review Board and Planning & Zoning Board for the Preliminary Plan Review
Motion made by James R. Leake, seconded by Susie Tully to accept the recommendations of the ADR Board and the P&Z Board for the Preliminary Plan Review Application for Parker District PUD 5191 Burnett Road. All in favor, none opposed. Motion carried.

Item #4 Presentation for Preliminary Plan Review Application for the Parker District PUD 5191 Burnett Road. Representatives for the development of the Parker District PUD were in attendance and answered questions from the Mayor and Alderman regarding the Preliminary Plan Review Application.

Item #5 Discuss and/or Take Action on the Preliminary Plan Review Application for Parker District PUD 5191 Burnett Road.
Motion made by Susie Tully, seconded by Abby T. Cochran to approve the Preliminary Plan Review Application for Parker District PUD 5191 Burnett Road. All in favor, none opposed. Motion carried.

Item #6 Discuss Water Rate Study.
Preliminary numbers derived from the water rate study provided by Rural Water Association were presented and discussed. Leslie Daniel will prepare an ordinance incorporating the new rates to be introduced at the next meeting.

Item #7 Discuss and/or Take Action of the St. Francisville Industrial Park
The Mayor and Alderman discussed Fordice Construction’s informal request to amend the zoning text to allow mobile homes for employees in the LI (Light Industrial) Zone. No action was taken on this item.
