MINUTES OF THE PUBLIC REGULAR MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, MARCH 26, 2019 at 5:30 P.M.

The Town of St. Francisville Board of Aldermen met in regular session this 26th day of March 2019 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. The meeting was called to order at 5:32 p.m. with the following members present: Mayor William H. D’Aquilla, Alderman James R. Leake, Alderman Abby T. Cochran and Alderman Susie Tully. Also present, Assistant Town Attorney Leslie Daniel, Police Chief Scott Ford and Town Clerk Shannon Sturgeon.

Absent: Alderman Gigi Robertson, Alderman Bryan Kelley, Town Attorney Jesse Means and Main Street Manager Laurie Walsh

Prayer led by Charles Griffin.

Pledge led by Shannon Sturgeon.

Motion made by Susie Tully, seconded by James R. Leake to approve the minutes from the last regular meeting March 12, 2019. All in favor, none opposed. Motioned carried.

Alderman Gigi Robertson joined the meeting at 5:38 p.m.

1. Open Public Hearing for Ordinance 2019-1
AN ORDINANCE IN ACCORDANCE WITH THE COMPREHENSIVE ZONING ORDINANCE 2013-1 OF THE TOWN OF ST. FRANCISVILLE, PER SECTION 8.1.H., ZONING MAP AMENDMENT, TO REZONE 4839 Feliciana Street from RS-2 Medium Density Single Family Residential to BMX Business Mixed Use.

2. Discuss Request for Snowball Stand Permit
Glen Baber spoke to the Mayor and Board of Alderman regarding setting up a snowball business at the corner of Hwy 61 & Barrow Street. He recently purchased a snowball trailer and wanted to know the process to apply for a permit. Mr. Baber was given a copy of Ordinance 2015-4 for Mobile Food Vendors. To obtain a Mobile Food Vendor Permit, an applicant must provide a Local Tax ID Certificate, provide a copy of his West Feliciana Parish Health Department approval and must park the mobile unit on private property. Mr. Baber will come pick up an application at Town Hall tomorrow.

3. PEC Report – Bianca Hillhouse absent / no new update.

4. Charles Griffin / Magnolia Signage
Robin Marshall, founder of the Magnolia Café spoke to the Mayor and Board of Alderman. She acknowledged that proper procedures where not followed, apologized and would like to work out a resolution. Attorney Charles Griffin says that the 3V Tourist Courts are listed on the National Registry of Historic Places; and that the new sign matches the original that was lost during Hurricane Rita in 2005.

Assistant Town Attorney Leslie Daniel requested that Ms. Marshall bring the documents showing that the sign was included as a contributing element on their National Register of Historic Places application to the next board meeting.

Motion made by Susie Tully, seconded by Abby Cochran to postpone the seize & desist order and to take their comments under advisement until the next board meeting (April 9, 2019). All in favor, none opposed. Motion carried. Item moved to the next agenda.

5. Adopt Ordinance 2019-1
AN ORDINANCE IN ACCORDANCE WITH THE COMPREHENSIVE ZONING ORDINANCE 2013-1 OF THE TOWN OF ST. FRANCISVILLE, PER SECTION 8.1.H., ZONING MAP AMENDMENT, TO REZONE 4839 Feliciana Street from RS-2 Medium Density Single Family Residential to BMX Business Mixed Use.

Motion made by James R. Leake, seconded by Abby T. Cochran to adopt Ordinance 2019-1. All in favor, none opposed. Motion carried.

6. Approve Resolution 2019-3 – St. Francisville Sewer Treatment Plant 2018 MWPP Resolution
Motion made by Susie Tully, seconded by Gigi Robertson to approve Resolution 2019-3. All in favor, none opposed. Motion carried.

7. Introduce Ordinance 2019-2
BE IT RESOLVED, that the following millage are hereby levied on the 2019 tax roll on all property subject to taxation by Town of St. Francisville:
MILLAGE General Alimony (5148 001): 5.660 mills
Motion made by Susie Tully, seconded by Gigi Robertson to introduce Ordinance 2019-2. All in favor, none opposed. Motion carried.

8. Introduce Ordinance 2019-3 Water Rates
Motion made by James R. Leake, seconded by Susie Tully to introduce Ordinance 2019-3. All in favor, none opposed. Motion carried.

9. Declare 2003 Ford F250 Truck Surplus Property
Motion made by Abby T. Cochran, seconded by James R. Leake to declare the 2003 Ford F250 Surplus Property and advertise for sealed bid. All in favor, none opposed. Motion carried.
