MINUTES OF THE REGULAR MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, JULY 14TH, 2020 at 5:30 P.M.
The Town of St. Francisville Board of Aldermen met in Regular Meeting this 14th day of July 2020 at 11936 Ferdinand St., Town Hall, St. Francisville, LA.
THE FOLLOWING NOTICE WAS INCLUDED ON THE AGENDA:
The meeting was called to order at 5:35 p.m. with the following members present: Mayor William H. D’Aquilla, Alderman James R. Leake, Alderman Abby T. Cochran, Alderman Gigi Robertson and Alderman Susie Tully. Also present, Town Attorney Jesse Means, Assistant Town Attorney Ben Klein, Police Chief Scott Ford, Main Street Manager Laurie Walsh, Town Clerk Shannon Sturgeon and Deputy Clerk Stacy Orr.
Absent: Alderman Bryan Kelley.

Motion made by Susie Tully, seconded by Gigi Robertson to approve the minutes from the regular meeting of June 23, 2020. All in favor, none opposed. Motion carried.
Open Floor for Public Comment
Mayor D’Aquilla opened the floor for public comments before commencing with new business.
Sara Wilson-Rogers thanked all who supported the recent school tax renewal that passed on the July 11th ballot.
PEC Update – Bianca Hillhouse
Cast Iron Water Main Replacement: PEC has started right of way survey on the west side of Royal Street.
Wastewater Treatment Plant Relocation: Preliminary analysis for the plant’s relocation is continuing, including research of potential plant sites and force main routes. The town is continuing to pursue funding avenues for the project.
Commerce Street Drainage Improvements: PEC is re-evaluating the plan to accommodate overall area drainage. All survey field work has been completed however, a conflict box (flow reduction) was discovered and its purpose needs to be researched.
David Bailey of Bailey Cable / Equipment Relocation
Mr. Bailey was not present. No additional information was discussed.
Introduce ORDINANCE 2020-4 Sewer Moratorium
AN ORDINANCE OF THE BOARD OF ALDERMEN OF THE TOWN OF ST. FRANCISVILLE; FOR THE IMPROVEMENT OR DEVELOPMENT OF ANY LOTS WHICH ARE PART OF A MAJOR SUBDIVISION AND/OR RESUBDIVISION OF LAND.
Motion made by Susie Tully, seconded by James R. Leake to introduce Ordinance 2020-4 as submitted but with the amendment that ordinance will remain in effect for three hundred and sixty days from the effective date of the ordinance. All in favor, none opposed. Motion passed and a public hearing will be set for Tuesday July 28, 2020 at 5:30 p.m.
Approve Louisiana Compliance Questionnaire for FY 19/20
Motion made by Abby T. Cochran, seconded by Susie Tully, to approved the annual Louisiana Compliance Questionnaire for FY 19/20. All in favor, none opposed. Motion carried.

b. Police Report- Chief Scott Ford issued a reminder regarding sign regulations due to the upcoming elections.
Per the Comprehensive Zoning Ordinance, Section 7 Sign Regulations in part 7.3.9: Political signs may be placed on private property after the qualifying deadline for the election. A candidate shall remove his/her political signs from private property within five (5) days of the end of his/her bid for office, or the completion of the election.
• In residential zoning districts: the total sign area of political signs shall not exceed eight (8) square feet with a maximum of two (2) signs per lot.
• In all other zoning districts: the total area of political signs shall not exceed sixteen (16) square feet.
If a sign violation is committed, all signs on the property will be removed and stored at the police department until collected by the sign owner.
