The Town of St. Francisville Board of Aldermen met in Public Hearing/Regular Meeting this 11th day of February 2020 at 11936 Ferdinand St., Town Hall, St. Francisville, LA.  The meeting was called to order at 5:34 p.m. with the following members present: Mayor William H. D’Aquilla, Alderman James R. Leake, Alderman Abby T. Cochran and Alderman Susie Tully. Also, present, Assistant Town Attorney Ben Klein, Police Chief Scott Ford, Main Street Manager Laurie Walsh and Town Clerk Shannon Sturgeon.
Absent: Alderman Gigi Robertson, Alderman Bryan Kelley and Town Attorney Jesse Means.

Motion made by James R. Leake, seconded by Susie Tully to approve the minutes from the regular meeting of January 28, 2020.   All in favor, none opposed.  Motion carried.
Public Hearing for Ordinance 2020-1 opened at 5:37 p.m.
1.     Open Public Hearing for Ordinance 2020-1 Town of St. Francisville Policy on Sexual Harassment.  This ordinance represents the organizational policy of the Town of St. Francisville, Louisiana concerning sexual harassment.

New Business:
2.     Kenny Howard – Audubon Hills
Mr. Howard presented his concerns regarding Audubon Hills Subdivision to the Mayor and Alderman. The following items summarize recommended actions. Mayor D’Aquilla will begin addressing these items.
·      Add additional stop signs to slow traffic and reduce cut-thru traffic.
·      Have a police officer write tickets to slow speeders.
·      Have Bia at PEC look at sections of the road that are cracked and make repair recommendations to the Board.
·      Trim trees limbs that are hitting school bus.
·      Clean curbs with street sweeper if possible.  Dirt, grass & debris is blocking proper drainage.
·      Audubon Hills residents need to identify areas they would like to have additional street lights installed, mark said items and send a list to the town.
3.     PEC Report – Bianca Hillhouse
·      Cast Iron Water Main Replacement:  Waiting on additional funding from FY 2020 LGAP and CWEF Grants to commence water line project.
·      Water and Gas Meters Upgrade and Automation: After further research, there are no municipalities who are currently utilizing fully cellular type systems for their gas meter readings.  There are several references for fully cellular water systems, but the gas system is only in the Beta Testing stages at this time.  Thus, in order to stay with the same platform and software for both the water and the gas systems, the drive by system is the preferable alternative.
·      Wastewater Treatment Plant Relocation:  Started looking at a potential site for the relocated facility and are proceeding with a wetlands delineation and determination for the proposed property through the Corps of Engineers.  We have also started to look at FEMA funding opportunities through the Public Assistance and Hazard Mitigation Programs with collaboration from the West Feliciana Parish.
4.     Property & Liability Insurance Renewals
Butler Bourgeois of Arthur Gallagher Insurance presented a renewal package for property and liability insurance with a total cost of $110,893.00.  The Mayor and Alderman discussed options that could provide a cost reduction with Mr. Bourgeois.
Motion made by James R. Leake, seconded by Susie Tully to authorize Mayor D’Aquilla to negotiate options to reduce the overall cost and to authorize Mayor D’Aquilla to sign insurance renewal package documents on the Town of St. Francisville’s behalf.  All in favor, none opposed.  Motion carried.
5.     Adopt Ordinance 2020-1 Town of St. Francisville Policy on Sexual Harassment.
Motion made by Gigi Robertson, seconded by James. R. Leake to adopt Ordinance 2020-1 Town of St. Francisville Police on Sexual Harassment.  All in favor, none opposed.  Motion carried.

b.     Police Report- Chief Scott Ford.
Motion made by James R. Leake, second by Gigi Robertson to declare 2013 Ford Police   Interceptor, Vin #1FAHP2MT1DG157862 surplus property and to sell said surplus vehicle thru an authorized municipal auction service.  All in favor, none opposed.  Motion carried.

d.     Permitting & Planning Updates – Written report by Building Official, Don Simmons.
e.     Main Street Report – Main Street Manager, Laurie Walsh
