The Town of St. Francisville Board of Aldermen met in Public Hearing/Regular Meeting this 22nd day of September 2020 at 11936 Ferdinand St., Town Hall, St. Francisville, LA.

THE MEETING IS OPEN TO THE PUBLIC.   We will practice safe distance measures and allow up to 50% occupancy including Mayor, Aldermen, staff and members of the public.  As a courtesy to those not comfortable attending in person, you may view the meeting through Facebook Live on the town’s Facebook page - TOWN OF ST. The public hearing was called to order at 5:30 p.m. with the following members present: Mayor Billy D’Aquilla, Alderman James R. Leake, Alderman Abby T. Cochran, Alderman Gigi Robertson, Alderman Susie Tully and Alderman Bryan Kelley.  Also present, Assistant Town Attorney Ben Klein, Police Chief Scott Ford, Main Street Manager Laurie Walsh, Clerk Shannon Sturgeon and Deputy Clerk Stacy Orr.

Public Hearing for Ordinance 2020-5 and Ordinance 2020-6 opened at  5:30 p.m.
 
To consider levying additional or increased millage rates without further voter approval or adopting the adjusted millage rates after reassessment and rolling forward to rates not to exceed the prior’s maximum.

The public meeting was called to order at 5:35 p.m. with the following members present: Mayor Billy D’Aquilla, Alderman James R. Leake, Alderman Abby T. Cochran, Alderman Gigi Robertson, Alderman Susie Tully and Alderman Bryan Kelley.  Also present, Town Attorney Jesse Means, Assistant Town Attorney Ben Klein, Police Chief Scott Ford, Clerk Shannon Sturgeon and Deputy Clerk Stacy Orr.
 
Absent:  Main Street Manager Laurie Walsh
 
Prayer led by: Gigi Robertson
Pledge led by: Jesse Means
 
Motion made by Susie Tully, seconded by Bryan Kelley to approve the minutes from the regular meeting of August 25, 2020.   All in favor, none opposed.  Motion carried
 
1.     PEC Report – Written report provided by Bianca Hillhouse of Professional Engineering Consultants.

·      Cast Iron Water Main Replacement:  PEC is continuing with the design to the east side of Prosperity Street.
·      Wastewater Treatment Plant Relocation:  The property appraisal has been received and is currently under review.  PEC is looking at running preliminary environmental check on the proposed plant site.  The boundary survey is completed and we should be able to finalize servitude routes.
·      Review Bids for Commerce Street Drainage Project:  Bids were received on September 17th.  Recommend award to Pointe Coupee Contractors, LLC. In the amount of $68,340.00.

 
Motion made by Susie Tully, seconded by Gigi Robertson to award the bid for the Commerce Street Drainage Project to Pointe Coupee Contractors for $68,340.00.  All in favor, none opposed.  Motion carried.
 
2.     ADOPT ORDINANCE 2020-5 AN ORDINANCE ADOPTING THE GENERAL ALIMONY “ADJUSTED” MILLAGE RATES IN THE TOWN OF ST. FRANSCIVILLE FOR 2020 TAX YEAR.
 

Ordinance 2020-5 was read aloud by Assistant Town Attorney Ben Klein. Mayor D’Aquilla opened the floor for public comment for Ordinance 2020-5. No public comment was made. 
 
Motion made by James R. Leake, seconded by Bryan Kelley to adopt Ordinance 2020-5. 
Yay:    James R. Leake, Abby T. Cochran, Gigi Robertson, Susie Tully and Bryan Kelley.
Nay:  none
Absent:  none
Motion passed. Ordinance 2020-5 was adopted. 

 

3.     ADOPT ORDINANCE 2020-6AN ORDINANCE WHICH SETS FORTH THE GENERAL ALIMONY “ADJUSTED” MILLAGE RATE AND ROLL FORWARD TO MILLAGE RATES NOT EXCEEDING THE “MAXIMUM” AUTHORIZED RATE.

 
Ordinance 2020-6 was read aloud by Assistant Town Attorney Ben Klein. Mayor D’Aquilla opened the floor for public comment for Ordinance 2020-5. No public comment was made. 
 

Motion made by Bryan Kelley, seconded by Abby Temple to adopt Ordinance 2020-6. 
Yay:    James R. Leake, Abby T. Cochran, Gigi Robertson, Susie Tully and Bryan Kelley.
Nay:    none
Absent:  none
Motion passed. Ordinance 2020-6 was adopted. 
 
Cliff Palmer with Louisiana Municipal Advisory and Technical Services Bureau (LaMATS) a subsidiary of the Louisiana Municipal Association introduced himself to the Board of Aldermen and told them about some of the services that LAMATS provides municipalities such has millage assistance, occupational license collection and purchasing program.

*Budget update was provided for review.

c.     Legal Update – Assistant Town Attorney Ben Klein
*The Sales Tax application was approved by the State Bond Commission.  The bond attorney is  now working with the Secretary of State to get the Sales Tax Election on the ballot.
d.     Permitting & Planning Updates – Written report by Building Official, Don Simmons.
e.     Main Street Report – Main Street Manager, Laurie Walsh was absent/no report.
