MINUTES OF THE PUBLIC HEARING/REGULAR MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, TUESDAY, April 26, 2016 at 5:30 P. M.

The Town of St. Francisville Board of Aldermen met for public hearing & regular session this 26th day of April, 2016 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. The meeting was called to order at 5:30 p. m. with the following members present: Mayor William H. D’Aquilla, Aldermen James R. Leake, Aldermen Robert P. Leake, Alderman Gigi Robertson, Alderman Abby T. Cochran and Alderman James Davis. Also present were Town Attorney Jesse Means, Police Chief Scott Ford and Clerk Shannon Sturgeon

Main Street Manager Laurie Walsh was absent.

The pledge was led by Alderman Abby Cochran.

On motion by Robert P. Leake and seconded by James R. Leake, the minutes of April 12, 2016 were approved as submitted. All in favor, motion carried.

A Public Hearing on Ordinance 2016-1 “AN ORDINANCE ENACTING SECTION 10- 8, “FALSE ALARMS,” OF ARTICLE 1, “IN GENERAL,” OF CHAPTER 10, “FIRE PROTECTION AND PREVENTION,” OF THE CODE OF ORDINANCES OF THE TOWN OF ST. FRANCISVILLE, STATE OF LOUISIANA.” and Ordinance 2016-2 “AN ORDINANCE ENACTING SUB-SECTION 16-6.1, “ORDINANCE REVOKING THE DEDICATION OF ABANDONED PUBLIC PROPERTY ADJACENT TO DIPPEL DRIVE AND ADJACENT TO LOTS 10 AND 11 OF DIPPEL SUBDIVISION,” OF SECTION 16-6, “REVOCATION OF THE DEDICATION FOR PUBLIC USE OF ABANDONED STREETS, SIDEWALKS, AND ADJACENT PROPERTY,” OF CHAPTER 16, “STREETS AND SIDEWALKS,” OF ARTICLE I, “IN GENERAL,” OF THE CODE OF ORDINANCES OF THE TOWN OF ST. FRANCISVILLE, STATE OF LOUISIANA.” was convened. The floor was open to public comment. There being no objections to Ordinance 2016-1 or Ordinance 2016-2, the public hearing was adjourned and the regular meeting was opened.

Mayor D’Aquilla opened the meeting with condolences for Attorney Mike Hughes who passed away suddenly on April 9, 2016. At the Mayor’s request, a moment of silence was observed for Mike Hughes

Ordinance 2016-1
Motion made by James R. Leake, seconded by James Davis, to adopt Ordinance 2016-1 “AN ORDINANCE ENACTING SECTION 10- 8, “FALSE ALARMS,” OF ARTICLE 1, “IN GENERAL,” OF CHAPTER 10, “FIRE PROTECTION AND PREVENTION,” OF THE CODE OF ORDINANCES OF THE TOWN OF ST. FRANCISVILLE, STATE OF LOUISIANA.”

Upon being submitted to a vote, the vote thereon was as follows:

Ordinance 2016-2
Motion made by James R. Leake, seconded by Abby T. PEC Report: Engineer Bianca Hillhouse of PEC provided the following update via email:

• Royal Street Survey started today. Wally located water lines for us;

• Water Well plans and specs are available at our office is any bidders call you to get a set, just refer them here. Bid opening is set for May 17th;

• New round of CWEF applications is due June 9th.

• Received the contract for the $250K (CWEF) Community Water Enrichment Fund Emergency Grant from the Office of Community Development.

Permitting & Planning Updates: provided by Building Official, Eric Parnell by email.

• Have met with hospital contractor. Still performing weekly site visits and any required site inspections requested.
• Issued a occupancy certificate to Miles Blair. Ms. Vidrine is not open for business.

o Still working with her on the signage.

• Performed a final inspections and issued a occupancy certificate to WFPH Pediatric Clinic addition.

o Added new storage, exam room and generator to building.

• Issued conditional permit to Bayou Self Storage to facilitate construction.

o Insufficient Mechanical or Electrical information was provided for proper plan review.

• Issued permit to Heirlooms Quilt for expansion into additional space.

• Issued permit to Peggy Gamble for porch and step remodel.

• Working with The Francis Smoke House on additional that was started prior to any permitting reviews.

o They are working on obtaining Fire Marshal review and submitting plans to me for review.

• Met with Board of Contractors representative to discuss existing and possible new upcoming contractor requirements.

• The new review packets for both residential and commercial have been updated on the Town’s website.

Mayor’s Report – Mayor D’Aquilla

• Landscape Architectural Plan – Professional Engineering Corporation will be preparing the survey needed at a cost of $5,000.00 Alderman Robert P. Leake will request that Mr. Joey Furr attend the next board meeting in order to provide and more detailed update on the project.

• West Feliciana Parish government is requesting permission for access to the town water tower located on Wilcox Street for the purpose of installing and retaining wireless hardware which will serve as a communications system. The council authorized Mayor D’Aquilla to sign the authorization with the stipulation that none of the installed equipment block the Town logo on the water tower.

• The Town has been asked to provide bottles of water at the Walker Percy event in June. Water bottles with the Town logo have been ordered.

Police Report – Chief Scott Ford

• The police department will be providing support to the contractors once they begin the process of moving the caboose.

• Currently working on a solution with the American Queen regarding the buses that have been parking in the road in front of the Best Western.

Main Street Report – Laurie Walsh absent.

• Laurie is attending a Main Street event in Canada.
 


Resolution in Memoriam Mr. Mike Hughes
A resolution in memoriam for Mr. Mike Hughes was read aloud by Town Attorney Jesse Means. Motion made Abby T. Cochran and seconded by Gigi Robertson to approve the resolution as presented. All in favor, motion carried.

Public Comment:
Mr. Damon Dawson was in attendance and wanted to know if the trailers located at the old high school are there due to the flooding. Mayor D’Aquilla confirmed that mat field trailers are allowed to temporarily move to the old high school property when the river floods their property and they will be moving as soon as the water recedes and the land is dry enough to accommodate the trailers.

Motion by James R. Leake, seconded by Gigi Robertson, to adjourn at 6:31 p.m. All in favor, motion carried.
