MINUTES OF THE PUBLIC HEARING & MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, SEPTEMBER 13, 2016 at 5:30 P. M.

The Town of St. Francisville Board of Aldermen met in public hearing & regular session this 13th day of September, 2016 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. The meeting was called to order at 5:39 p. m. with the following members present: Mayor William H. D’Aquilla, Aldermen James R. Leake, Alderman Robert P. Leake, Alderman Abby T. Cochran and Alderman Gigi Robertson. Also present were Attorney Jesse Means and Town Clerk Shannon Sturgeon.

Absent: Alderman Jimmy Davis, Police Chief Scott Ford and Main Street Manager Laurie Walsh.

PUBLIC HEARING:

Public Hearing for Ordinance 2016-5 & 2016-6
A Public Hearing was opened for Ordinance 2016-5 & 2016-6. Kristyn Childers of Millage Management presented the reassessment numbers and the millage calculations to the Board of Alderman.

Ordinance 2016-5 – to adjust the millage to 5.450 due to the 2016 reassessments.
Ordinance 2016-6 – to roll the adjusted millage of 5.450 forward to the max allowed 5.660.

There being no objections to this ordinances, the public hearing was adjourned at 5:45 and the regular bi-monthly meeting was opened.

On motion by James R. Leake and seconded by Gigi Robertson, the minutes of August 13, 2016 were approved as submitted. Motion carried.

Motion made by Robert P. Leake, seconded by Abby T. Cochran to adopt Ordinance 2016-5.

ORDINANCE 2016-5 - BE IT RESOLVED, by the Town of St. Francisville of the Parish of West Feliciana, Louisiana, in a public meeting held on September 13, 2016, which meeting was conducted in accordance with the Open Meetings Law and the additional requirements of Article VII, Section 23(C) of the Louisiana Constitution and R.S. 47:1705(B), that the following adjusted millage rates be and they are hereby levied upon the dollar of the assessed valuation of all property subject to ad valorem taxation within said Parish for the year 2016, for the purpose of raising revenue:

BE IT FURTHER RESOLVED that the Assessor of the Parish of West Feliciana, shall extend upon the assessment roll for the year 2016 the taxes herein levied, and the tax collector of said Parish shall collect and remit the same to said taxing authority in accordance with law.

The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

ORDINANCE 2016-6

BE IT RESOLVED, by the Town of St. Francisville of the Parish of West Feliciana, Louisiana, in a public meeting held on September 13, 2016, which meeting was conducted in accordance with the Open Meetings Law and the additional requirements of Article VII, Section 23(C) of the Louisiana Constitution and R.S. 47:1705(B), that the taxing district voted to increase the millage rate(s), but not in excess of the prior year’s maximum rate(s), on all taxable property shown on the official assessment roll for the year 2016, and when collected, the revenues from said taxes shall be used only for the specific purposes for which said taxes have been levied. Said millage rate(s) are:

Update / Bailey Cable Franchise Payment
After sending a second certified letter and having Police Chief Scott Ford hand deliver a copy of the letter to the local office, payment for all past due franchise fees was received.

Hwy 61 Gas Project
Bianca Hillhouse of PEC presented information regarding extending the gas line on Hwy. 61 North to the Catalpa area. After discussion, motion made by James R. Leake, seconded by Gig Robertson to authorize PEC to prepare a bid package and advertise for 4” main to be installed. All in favor, motion carried.

Invoice from One Beacon Insurance
Mayor D’Aquilla advised the Board that the Town had received an Invoice from One Beacon Insurance for $22, 982.83 for a settled insurance claim for Leslie Coates and Desmond Roundtree. A town employee backed into the claimant’s vehicle in July of 2015.

Special Permit Request for Women’s Service League Event – Feliciana Fright Night
Courtney Tucker submitted a letter on behalf of the Women’s Service League event Feliciana Fright Night to be held Saturday October 29th, 2016 on Royal Street and Prosperity, requesting permission to close those two streets to local traffic and to serve alcohol during the event.
Motion, made by Robert P. Leake, seconded by Abby T. Cochran. Vote as follows: Robert P. Leake – Yes, Abby T. Cochran – Yes, James R. Leake – Yes, Gigi Robertson – Abstained, and James Davis – Absent. Motion carried.

PEC Report -.Bianca Hillhouse.
• The drilling for the replacement water well is still proceeding well. They are currently at about 780 feet.

Mayor’s Report - Mayor D’Aquilla

• We are still working to get Capital Outlay Funding released for the replacement of Burnett Road Bridge. Mayor D’Aquilla and Representative Kenny Havard have a meeting schedule with Jay Dardenne to discuss our urgent need.
• The brick sidewalk has been installed at the caboose. They are working on getting steps welded and hope to be painting soon.
• Mayor D’Aquilla and Laurie Walsh attended a meeting with the American Queen Steamboat Company. The American Queen reported that St. Francisville is one of their customer’s favorite stops and that their customers alone put more than two million dollars a year into our local economy.
• Invited the alderman to former Police Officer Claire “Butch” Chennault’s Retirement and 75th Birthday Celebration Monday September 19, 2016 at 6 p.m. at Audubon Café.
• Trick or Treat is set for the Town of St. Francisville for Monday October 31st 5:30 p.m. to 7:30 p.m.
• Alderman Robert P. Leake contacted Joey Furr for an update on the Architectural Landscape Plan. Mr. Furr will attend the September 27, 2016 meeting.

Entergy Tree Trimming
Kevin Dreher asked to address the Board of Alderman regarding upcoming tree trimming by Entergy. Mrs. Shirley Reid from the Tree Board was also present. Per Mr. Dreher:

• Entergy will begin tree trimming in St. Francisville starting Monday September 19th.
• Residents will get auto-calls regarding the upcoming trimming.
• Entergy will also contact residents ahead of the crews to let them know when the tree trimmers will be in their area.
• The day of the cutting, a representative will knock on resident’s doors to let them know they will be cutting that day.

Permitting & Planning Updates

• Performing weekly site visits and any required site inspections requested for hospital. Brick being installed and interior Gypsum board being installed.
• Jonathan Beckham house on Hartson Street – exterior skin and vapor barrier installed.
• Continuing to update information in the MyPermit’s database. (Permit & Occupancy Certificate)
• New permits are being issued.
• Bank of St. Francisville working on replacement windows.
• Live Oak Retail center now under construction.
• Lea Williams restarting process to renovate Pecan Grove house.
• Chase Ministries working on extending walkways at day care.
• Provided a sample copy of the permit that is now set up to print from My Permit.

Main Street Report - Laurie Walsh, Main Street Manager - absent.
