The Town of St. Francisville Board of Aldermen met in public hearing & regular session this 11th day of October, 2016 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. The meeting was called to order at 5:34 p. m. with the following members present: Mayor William H. D’Aquilla, Alderman James Davis, Aldermen James R. Leake, Alderman Robert P. Leake, Alderman Abby T. Cochran and Alderman Gigi Robertson. Also present were Attorney Jesse Means, Main Street Manager Laurie Walsh, Police Chief Scott G. Ford and Town Clerk Shannon Sturgeon.


The pledge was led by Alderman Gigi Robertson.

Public Comment: Howard Arceneaux is running a story in The Advocate Extra and asked for permission to hand out a candidates questionnaire for anyone who as qualified to run in the Town of St. Francisville’s mayor & alderman election. This is an opportunity for candidates to introduce themselves to the public. Completed candidate questionnaires need to be returned to Howard by October 15th.

On motion by Gigi Robertson and seconded by James Davis, the minutes of September 27, 2016 were approved as submitted. Motion carried.

PEC Report – Bianca Hillhouse of PEC

• The letters for Hwy. 61 Gas Line Extension will be sent out late this week or early next week.
• Water Well construction is progressing well.
• LGAP 17-18 application has been submitted.
• We have received permission to use the 15-16 LGAP funding for the US 61 Gas Line Extension.

Mayor’s Report - Mayor D’Aquilla

• Burnett Bridge Replacement is on the Bond Commission’s October 20th Agenda for $466,700.
• Caboose is currently being painted.
• US Hwy. 61 Gas Line Extension can be financed thru the Utility Revenue Bond.
• The painting of Town Hall has been completed.
• DOTD has started the preliminary work for surface patching and overlaying Commerce Street, Ferdinand, Hwy. 10/Old Jackson Road. In addition, the DOTD will be widening the shoulders of the road where space allows to provide more access for pedestrians and cycles. The contractor should start laying asphalt in the next week or so.

Police Report – Chief Scott Ford

• The police department will be assisting with the Homecoming Parade that will be held Friday October 21st at 2:30 pm.
• Increase patrols for Trick or Treat which will be Monday October 31, 2016 5:30 -7:30.
• Providing event staffing for the Feliciana Fright Night on October 29th.

Permitting & Planning Updates

• Interior walls & windows being installed at WFPH.
• Bayou Sara Kayak store opening behind the Birdman Café and has been granted occupancy.
• Greg Ferris office on Ferdinand has been granted occupancy.

Main Street Report - Laurie Walsh, Main Street Manager

• Invitations for the Royal Street plan development meeting have been mailed out and hand delivered.
• In 2017 The American Queen Riverboat has 34 planned stops in St. Francisville and they will also be adding a second boat, The American Duchess which is currently scheduled for 17 stops.
• Movie in the Park will be held Friday October 14th
• Garden Symposium will be held this week.
• The Yellow Leaf Festival is schedule for October 29th & 30th.
• Women’s Service League Event – Feliciana Fright Night will be held Saturday, October 29th.
• The Angola Rodeo is going on every Sunday in October.
