The Town of St. Francisville Board of Aldermen met in public hearing & regular session this 22nd day of November, 2016 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. The meeting was called to order at 5:36 p. m. with the following members present: Mayor William H. D’Aquilla, Aldermen James R. Leake and Alderman Abby T. Cochran. Also present were Attorney Jesse Means, Main Street Manager Laurie Walsh and Town Clerk Shannon Sturgeon.

Absent: Alderman Gigi Robertson, Alderman Robert P. Leake, Alderman James Davis and Police Chief Scott G. Ford


The pledge was led by Susie Tully.

Public Comment: none

Hospital Presentation – Lee Chastant
Lee Chastant, CEO of West Feliciana Hospital gave a presentation on the status of new hospital and requested support for the millage renewal that will be on the December 10, 2016 ballet.

Alderman James Davis joined the meeting at 5:47.

Royal Street Property
Motion made by Abby T. Cochran, seconded by James Davis, to authorize Mayor D’Aquilla to proceed with a purchase agreement of $150K for the property located at the corner of Royal Street and Prosperity.
All in favor, motion carried.

Burnett Bridge Update
Mayor D’Aquilla informed the Board of Alderman that the Parish President Kevin Couhig has agreed to provide demolition of the Burnett Road Bridge to help cut the bridge replacement cost. Mayor D’Aquilla recommended removing the previously designed pedestrian walkway to cut additional cost. After discussion, the alderman decided that a pedestrian walkway is greatly needed due to the increased pedestrian traffic to new library and soon to include the new hospital. Engineering consultant Bianca Hillhouse suggested bidding the bridge out with two alternates to get more cost options.

Motion made by James Davis, seconded by James R. Leake to authorize Professional Engineering Corporation to prepare the replacement bridge bid package for Burnett Road with two alternates. All in favor, motion carried.

Historic District Moratorium Status & Ordinance Update – Laurie Walsh
The first draft of the Historic District Ordinance has been provided to the Historic District Committee members for review and comments.

Cracker Barrel Store Sign Compliance Update – Laurie Walsh
Cracker Barrel was granted a six-month extension to bring their sign into compliance due to remodeling plans. When contacted for a status update, Ryan Wooten with Cracker Barrel said they are in in the process of buyout negotiations with Cracker Barrel and therefore all remodeling on currently on hold

Historic District Moratorium Waiver for Hal Ware
Motion made by James R. Leake, seconded by Abby T. Cochran, to accept the recommendation of the Historic District Commission and grant a moratorium waiver for the approved construction of a studio for Hal Ware. All in favor, motion carried.

Amend K-Time Policy / Set Max Accumulation to 40 Hours – Upon recommendation of Mayor D’Aquilla.
Motion Made by James R. Leake, seconded by James Davis to set the max accumulation of employee compensatory time at 40 hours. All in favor, motion carried.

Add Veteran’s Days To Town Holiday List – Upon recommendation of Mayor D’Aquilla.
Motion made by James Davis, seconded by James Leake to add Veteran’s Day to the list of official holidays for the Town Hall. All in favor, motion carried.

Approve the 2017 Meeting Schedule
Motion made by Abby T. Cochran, seconded by James Davis to approve the following 2017 Meeting Schedule for Town of St. Francisville Board of Alderman at 5:30 P.M. on the following days:
January 10th, January 24th, February 14th, March 14th, March 28th, April 11th, April 25th, May 9th, May 23rd, June 13th, June 27th, July 11th, July 25th, August 8th, August 22nd, September 12th, September 26th, October 10th, October 24th, November 14th, November 28th and December 12th.

Award the Bid Contract for the US 61 Gas Line Extension
Motion made by Abby T, Cochran, seconded by James R. Leake, to award base bid plus alternate for the US Hwy 61 Gas Line Extension to Spinks Construction for a total of $11,538.00. All in favor, motion carried.

Mayor’s Report - Mayor D’Aquilla
• Congratulated newly elected council members Susie Tully and Brian Kelly.
• Presented a Resolution to outgoing Alderman James Davis thanking him for his many years of service to the Town of St. Francisville. A second resolution for Alderman Robert Leake will be held until the next meeting as he was unable to attend today.
• The replacement retaining wall at Market Hall has been completed.
• The Caboose is scheduled to receive the lettering and landscaping.

Police Report – Chief Scott Ford was absent / no report.

Permitting & Planning Updates - no update

Main Street Report –Laurie Walsh
• Saturday will be Shop Small Business Saturday.
• Christmas in the Country will be December 2, 3, & 4.
• The steamboat has been docking on the other side of the river due to the low water at the landing.
• The Tourist Commission is considering amending occupancy from 2 rooms to 1 room.
