The Town of St. Francisville Board of Aldermen met in public hearing & regular session this 13th day of December, 2016 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. The meeting was called to order at 5:34 p. m. with the following members present: Mayor William H. D’Aquilla, Aldermen James R. Leake, Alderman Gigi Robertson and Alderman Abby T. Cochran. Also present were Attorney Jesse Means, Main Street Manager Laurie Walsh, Police Chief Scott Ford and Town Clerk Shannon Sturgeon.

Absent: Alderman Robert P. Leake


The pledge was led by Brian Kelley.

Public Comment: none

Mayor D’Aquilla welcomed newly elected council members Susie Tully and Brian Kelley to the meeting and congratulated them on their election win.

PEC Report – Bianca Hillhouse of PEC

• US 61 Gas Line Extension

o The preconstruction meeting was held last week and construction started Monday, December 12th.

• Water Well #4 Replacement

o The water well is being developed now. The contractor will be pumping the well to get feedback in order to properly size the pumps and motor.
o Will schedule a construction update meeting to get a status and estimated completion date.

• Burnett Bridge

o Looking to re-design the Burnett Bridge to a box culvert. This re-design would require a new hydro study and have to go back thru Corp of Engineers for approval.

Motion made by Abby T. Cochran, seconded by Gigi Robertson to authorize PEC to proceed with the re-design, hydro study and submittal to the Corp. of Engineers. All in favor, motion carried.

Royal Street Property / Purchase Agreement
Motion made by James Davis, seconded by James R. Leake to purchase the located at 4474 Prosperity Street for a sum of $150K. All in favor, motion carried.

Attorney Jesse Means will get with our bond attorney to make sure all the property documentation is submitted.

Mutual Aid Agreement with D.L. Chad, Inc.
Motion made by Gigi Robertson, seconded by James Davis to approve a Mutual Assistance Agreement between the Town of St. Francisville and D. & L. Chad, Inc. The Town will provide mowing & trash pick-up in exchange for use of property for overflow parking from the Fair Barn, parking for town vehicles and maintenance equipment and for public parking for parades and other community events. All in favor, motion carried.

Discuss Pay Raise for Alderman
Alderman James R. Rucker reminded the council that any pay raises for the council would have to be introduced at tonight’s meeting. After tonight, the council would not be allowed to vote in a raise for the next 4 years due to state law. After discussion, Alderman Abby T. Cochran stated that after the results of the recent elections she did not feel that our community would not be receptive to a pay raise being voted in and therefore would not support a raise. Alderman Gigi Robertson said that out of respect for her late husband, Oscar Robertson, and his belief that elected official should not run for a paycheck, they should run for the opportunity to serve their community. Therefore, she too would not support a pay raise. No further action taken.

Approve the 2017 Alcohol Permits
Motion made by Abby T. Cochran, seconded by James Davis to approved the below listed business Alcohol Permit Renewals and to grant the Mayor D’Aquilla the authority to issue Alcohol Permit Renewals to other business that submit their proper documentation before the December 31st. deadline

Police Report – Chief Scott Ford
Motion by James Davis, seconded by Abby T. Cochran to accept Chief Scott Ford’s recommendation for hiring POST Certified Officer Jonathon Curter as a part-time police officer. All in favor, motion carried.

Motion made by James R. Leake, seconded by Abby T. Cochran to accept Chief Scott Ford’s recommendation remove the following part-time police officers who have not worked in a while from the list of active part-time officers as a matter of housekeeping. John Kemp, Brian Harkins, Stanley Johnson, John Well and Matthew Herrin. All in favor, motion carried.

Permitting & Planning Updates – report provided by Eric Parnell

• Continued work on WFPH.
Building almost fully enclosed. Waiting on whether to install sky lights.
Positive meeting held with Mr. Chastant to discuss sight signage.
Partial electrical granted to start running HVAC systems.
• Live Oak Center started up and installing rear wall studs.
• Lea Williams granted occupancy at Pecan Grove house.
• Beckham house framing inspected performed and passed with minor comments after meeting on site with owner.
• Ware studio reviewed and approved for permit with comments.
• Wendall Hall house reviewed and approved for permit with comments.

Main Street Report –Laurie Walsh

• Christmas in the Country was a wash out. Re-scheduling vendors in the park for December 17th from 10-3. Will have music, rock painting & a rock hunt weather permitting.
• Scheduling a site plan review for Burger King.
• Approved the hospital’s new signage for Burnette Road entrance and Commerce Street entrance.

Motion by James Davis for his last meeting after 28 years of service to the Town of St. Francisville, seconded by Abby T. Cochran, to adjourn the meeting at 6:25 p.m. Motion carried.
