MINUTES OF THE PUBLIC REGULAR MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, OCTOBER 10, 2017 at 5:30 P. M.
The Town of St. Francisville Board of Aldermen met in regular session this 10th day of October 2017 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. The meeting was called to order at 5:35 p.m. with the following members present: Mayor William H. D’Aquilla, Aldermen James R. Leake, Alderman Abby T. Cochran, Alderman Gigi Robertson, Alderman Susanne “Susie” Tully and Alderman Joseph “Bryan” Kelley. Also present were Town Attorney Jesse Means, Assistant Town Attorney Leslie Daniel and Town Clerk Shannon Sturgeon.
Absent: Main Street Manager Laurie Walsh and Police Chief Scott Ford.
The pledge was led by Bianca Hillhouse.
Motion made by James R. Leake, seconded by Susie Tully to approve the minutes from the last regular meeting September 25, 2017. All in favor, motioned carried.
Open Regularly Scheduled Public Meeting.
Open Floor for Public Comment
Mayor D’Aquilla opened the floor for any public comments before commencing with the new business.
Sara Wilson-Wright provided an update on work that has been done around the Benevolent Society building located on Ferdinand. She also stated that they will be scheduling some upcoming work days and welcome any community assistance.
1. Approve Change Order for Burnett Road for Erosion Control and Delineators
Motion made by Susie Tully, seconded by Bryan Kelley to approve a change order for Burnett Road for delineators and additional erosion control in the amount of $10,779.50. All in favor, motion carried.
2. PEC Report – Bianca Hillhouse of PEC
a) Burnette Road Bridge:
• The Substantial Completion Certificate has been sent to KCR for their signature.
• Created a punch list to include delineators and additional erosion control.
b) New Water Well #4:
• The contractor has ordered a Bermad slow opening valve and it is supposed to arrive and be installed sometime during the week of October 23rd.
c) New 2” Gas Line on Old Hwy 66:
• Preliminary plans are under review by Wally Neal.
3. Departmental Updates – Mayor D’Aquilla
a) Mayor’s Comments – no additional comments.
b) Police Report - Chief Ford absent.
c) Permitting & Planning Updates - written update provided by Building Official.
d) Discuss and/or Take Action on Architectural Design and Review Board Recommendations – No items were presented and no action taken at this time.
e) Main Street Report – Laurie Walsh absent.
Motion by Abby T. Cochran, seconded by James R. Leake to adjourn the meeting at 5:56 p.m. All in favor, motion carried.
