MINUTES OF THE PUBLIC HEARING/REGULAR MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, JUNE 12, 2018 at 5:30 P.M.

The Town of St. Francisville Board of Aldermen met in public hearing/regular session this 12th day of June 2018 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. The meeting was called to order at 5:30 p.m. with the following members present: Mayor William H. D’Aquilla, Alderman James R. Leake, Alderman Gigi Robertson, Alderman Susanne “Susie” Tully and Alderman Brian Kelley. Also present, Town Attorney Jesse Means, Assistant Town Attorney Leslie Daniel, Police Chief Scott Ford, Main Street Manager Laurie Walsh and Town Clerk, Shannon Sturgeon.

Absent: Alderman Abby T. Cochran

Prayer led by Alderman Gigi Robertson.

The pledge was led by Alderman Brian Kelley.

Motion made by James R. Leake, seconded by Brian Kelley to approve the minutes from the last regular meeting May 22, 2018. All in favor, motioned carried.

PUBLIC HEARING

Open Public Hearing for Ordinance 2018-3 - An ORDINANCE Amending an Operating Budget of Revenues and Expenditures for the Fiscal Year Beginning July 1, 2017 and Ending June 30, 2018 and Adopting an Operating Budget of Revenues and Expenditures for the Fiscal Year Beginning July 1, 2018 and Ending June 30, 2019.

Open Floor for Public Comment
Mayor D’Aquilla opened the floor for any public comments regarding Ordinance 2018-3. No public comment made.

Public hearing closed at 5:36 p.m. and regularly scheduled public meeting began.

New Business:

PEC Report – Information presented by Bianca Hillhouse of Professional Engineering Corporation (PEC).

New 2” Gas Line on Old Hwy 66: The project has been completed and invoices submitted for payment. A change order request for $1,496.00 was submitted for the additional gas meters that were replaced by Spinks Construction as requested.


Motion made by Brian Kelly, seconded by James R. Leake to approve a contract change order for Spinks Construction for $1,496.00 the Old Hwy. 66 Gas Line Replacement Project. All in favor, none opposed. Motion carried.

SCADA System Addition for Sewer Lift Stations: the contractor has received all the components and is estimating that the install will be complete by the first of July.

Traffic Study: After discussing the cost required for a traffic light study, the Board of Alderman determined that the expense required to determine if the removal of the red light at Commerce and Ferdinand was an option, is not feasible at this time. No action taken.


Discuss and/or Take Action on PEC’s Recommendation Regarding Drainage Washout / Audubon Hills Subdivision
Motion Made by James R. Leake, seconded by Susie Tully to authorize PEC to order a topographic survey of the ravine behind 5732 Cypress Street in Audubon Hills Subdivision from Landsource Incorporated for $3,495.00. All in favor, none opposed. Motion carried.





Adopt Resolution 2018-5: West Feliciana Parish Hazard Mitigation Plan Update - 2017
Brian Spillman, Captain / Homeland Security Director of West Feliciana Parish Sheriff’s Office, presented and answered questions regarding the West Feliciana Parish Hazard Mitigation Plan Update.

Motion made by Susie Tully, seconded by Gigi Robertson, to adopt Resolution 2018-5: A Resolution Adopting the West Feliciana Parish Hazard Mitigation Plant Update - 2017. All in favor, none opposed. Motion carried.

Select an Official Journal for the next year starting July 1, 2018 to June 30, 2019.
The bid received for the Official Journal was presented to the Mayor and Board of Alderman. The bid quoted was twenty-three (23) cents per agate line of space occupied by each insertion.

On motion by James R. Leake and seconded by Bryan Kelley to appoint The Advocate’s St. Francisville Democrat as the Official Journal for the next year beginning July 1, 2018 through June 30, 2019. All in favor, none opposed. Motion carried.

Present & Discuss Final Revision of Historic District Zoning Ordinance Incorporating Suggestions from Previous Public Hearings – Steve Villavaso of Villavaso & Associates.
Steve Villavaso and Fred Neil Jr. of Villavaso & Associates were present to answer any questions regarding the final revision of the Historic District Zoning Ordinance.

Adopt Ordinance 2018-1 An Ordinance Adopting Town of St. Francisville Historic District Guidelines.
Motion made by Susie Tully, seconded by Brian Kelley to adopt Ordinance 2018-1: An Ordinance Adopting Town of St. Francisville Historic District Guidelines with the amendment to 5.11 #2 to remove the word carport.

Discuss Research on Impact Fees – Steve Villavaso of Villavaso & Associates
Villavaso & Associates is working with Professional Engineering Corporation (PEC) to compile the last of the data required for calculation of the impact fee. An impact fee work session will be scheduled to explain the impact fee study in further detail.

Addition & Deletion of Part-time Police Officers
Motion made by Brian Kelley, second by Gigi Robertson to approve the hiring of (3) part-time officers (Clayton Marionnaux, Cassandra Melancon and Israel Hernandez) and removal of (3) inactive or no longer participating part-time officers from the employee roster (Jonathen Cutrer, Micah James and James Stevens). All in favor, none opposed. Motion carried.

Proclamation in Memoriam for Former Mayor, William Conville Hobgood, Jr
WHEREAS, the citizens of our community lost a faithful friend with the death of William Conville Hobgood, Jr., on Monday, May 21, 2018, as this home in St. Francisville. He was in every way a true southern gentleman and a friend to all, and

WHEREAS, a native and life-long resident of St. Francisville, Louisiana, William Conville Hobgood, Jr., was born December 14, 1922, to the union of William Conville Hobgood, Sr., and Willia Leake Hobgood, both of whom predeceased him. He graduated from Julius Freehan High School in St. Francisville: and he attended Louisiana State University, where he was affiliated with the Deke Fraternity, and
WHEREAS, he was married to Charlotte Sturdivant Hobgood, who predeceased him. They had one child, a son, Keith Hobgood. Conville and Charlotte belonged to different churches; each was dedicated to his or her church, both were strong in their Christian faith, and each respected the religious affiliation of the other; and

WHEREAS, William Conville Hobgood, Jr., served in the United States Army and was a veteran of World War II. He worked for Bancroft Paper and Janitorial Supplies of Baton Rouge, retiring as the company president after thirty-six years of employment. Very much a community-minded person, he served in the government of the Town of St. Francisville, first as Alderman and later as Mayor; and

WHEREAS, our community will remember William Conville Hobgood, Jr., as a good citizen and public servant. He will be remembered with affection also for his friendship, genteel personal manner, and his love for both community and family:

NOW THEREFORE BE IT PROCLAIMED that the Mayor and Board of Aldermen of the Town of St. Francisville, State of Louisiana, on behalf of the entire community, hereby expresses its appreciation for William Conville Hobgood, Jr., and his contributions to the community an extends deepest sympathy to his family in this time of bereavement. We all share in their loss.
