MINUTES OF THE PUBLIC HEARING/REGULAR MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, OCTOBER 23, 2018 at 5:30 P.M.
 
The Town of St. Francisville Board of Aldermen met in regular session this 23rd day of October 2018 at 11936 Ferdinand St., Town Hall, St. Francisville, LA.  The meeting was called to order at 5:32 p.m. with the following members present: Mayor William H. D’Aquilla, Alderman James R. Leake, Alderman Abby T. Cochran, Alderman Susie Tully and Alderman Bryan Kelley. Also present, Town Attorney Jesse Means, Assistant Town Attorney Leslie Daniel, Police Chief Scott Ford, and Accounts Payable Clerk Pamela Granger.
 
Absent: Alderman Gigi Robertson, Main Street Manager Laurie Walsh and Town Clerk Shannon Sturgeon
 
Prayer led by Alderman Abby Cochran.
 
The pledge led by Caleb Dixon.
 
Motion made by Abby Cochran, seconded by James R. Leake to approve the minutes from the last regular meeting October 9, 2018.  All in favor, motioned carried.
     
PUBLIC HEARING
 
Open Public Hearing for Ordinance 2018-6 at 5:34 p.m.
 
Ordinance 2018-6
“An Ordinance Amending the Comprehensive Zoning Ordinance 2013-1 of the Town of St. Francisville, Per Section 8.1.H., Zoning Map Amendment, to Rezone Section 44, T3S, R3W, Portions of Pecan Grove Plantation (Old St. Francisville High School) from Institutional (IS) to Medium Density Single Family Residential (RS-2).
 
Mayor D’Aquilla opened the floor for any public comments regarding Ordinance 2018-6.  
 
Pecan Grove resident Al Lemoine spoke on behalf of Pecan Grove residents in favor of Zoning Ordinance 2018-6.
 
Public hearing closed at 5:36 p.m. and regularly scheduled public meeting began.
 
PUBLIC MEETING
 
Open Floor for Public Comment.  
Mayor D’Aquilla opened the floor for any public comments before commencing with the new business.  
 
Boy Scout Troop 61 led by Lee Smith was present for the meeting. The scouts are working on merit badges and attended meeting to observe.
 
Mayor introduced the new owner, Jim Johnson, of St Francisville Inn and welcomed him to St. Francisville.
     
Adopt Ordinance 2018-6 
Motion made by Susie Tully, seconded by Bryan Kelley to adopt Ordinance 2018-6 “An Ordinance Amending the Comprehensive Zoning Ordinance 2013-1 of the Town of St. Francisville, Per Section 8.1.H., Zoning Map Amendment, to Rezone Section 44, T3S, R3W, Portions of Pecan Grove Plantation (Old St. Francisville High School) from Institutional (IS) to Medium Density Single Family Residential (RS-2).
 
Yea: James R. Leake, Gigi Robertson, Susie Tully and Brian Kelley.
Nay: Abby T. Cochran.
Absent:  none
Abstained: none
Motion carried.
 
Approve Alcohol Permit for James Johnston (new owner) / St. Francisville Inn.
Motion made by James R. Leake, seconded by Bryan Kelley to approve the alcohol permit for St. Francisville Inn.
All in favor, none opposed. Motion carried.
 
Alderman Gigi Robertson joined the meeting at 5:43.
 
 
Departmental Updates
 
Mayor’s Comments – Mayor D’Aquilla
Lighting in Parker Park is being reviewed and will be updated.
Fish pond has been cleaned and updated.
 
Police Report – Chief Scott Ford
Police Chief Scott Ford request authorization to hire Devin Byrd as a full-time officer and to remove Cassandra Melancon from the part-time roll due to lack of participation and inability to work town events when needed.  
 
Motion made by Rucker Leake, seconded by Gigi Robertson to accept the recommendation of Chief Ford as presented. All in favor, none opposed.  Motion carried.
 
Permitting & Planning Updates – Report from Building Official Don Simmons provided.
 
Main Street Report – no report given.
