MINUTES OF THE PUBLIC HEARING/PUBLIC REGULAR MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, AUGUST 13, 2019 at 5:30 P.M.

The Town of St. Francisville Board of Aldermen met in Public Hearing / Regular Meeting this 13th day of April 2019 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. The meeting was called to order at 5:29 p.m. with the following members present: Mayor William H. D’Aquilla, Alderman James R. Leake, Alderman Abby T. Cochran, Alderman Gigi Robertson and Alderman Susie Tully. Also present, Attorney Jesse Means, Assistant Town Attorney Ben Klein, Police Chief Scott Ford, Main Street Manager Laurie Walsh and Town Clerk Shannon Sturgeon.

Absent: Bryan Kelley.

Prayer led by Gigi Robertson.

Pledge led by John Kean.

Motion made by Abby T. Cochran, seconded by Susie Tully to approve the minutes from the last regular meeting July 23, 2019. All in favor, none opposed. Motioned carried.

Public Hearing for Ordinance 2019-5 & 2019-6 opened at 5:30 p.m.

AN ORDINANCE IN ACCORDANCE WITH THE COMPREHENSIVE ZONING ORDINANCE 2013-1 OF THE TOWN OF ST. FRANCISVILLE, PER SECTION 8.1.H., ZONING MAP AMENDMENT, TO REZONE TS67 03S 03W Dipple Subdivision Lots 19 and 20.

Brian Herrin stated that he had previously signed a petition against the zoning change but after speaking with Mr. Travis Links he has reconsidered and now supports the zoning change.

Motion made by Susie Tully, seconded by Gigi Robertson to adopt Ordinance 2019-5:

AN ORDINANCE IN ACCORDANCE WITH THE COMPREHENSIVE ZONING ORDINANCE 2013-1 OF THE TOWN OF ST. FRANCISVILLE, PER SECTION 8.1.H., ZONING MAP AMENDMENT, TO REZONE TS67 03S 03W Dipple Subdivision Lots 19 and 20.

Pursuant to Section 8.1.H of the Comprehensive Zoning Ordinance of the Town of St. Francisville (hereinafter “Town”), this is a request for a zoning map amendment for the Town of St. Francisville Comprehensive Zoning Ordinance Map to rezone TS67 03S 03W Dipple Subdivision Lots 19 and 20 from RS-2 Medium Density Single Family Residential to BMX (Business Mixed Use).

Legal Description of Property: TS67 03S 03W Dipple Subdivision Lots 19 and 20.

Upon being submitted to a vote, the vote thereon was as follows:

2. Adopt Ordinance 2019-6
Motion made by James R. Leake, seconded by Susie Tully to adopt Ordinance 2019-6:

AN ORDINANCE AMENDING SECTION 12-23 “SERVICE RATES” OF ARTICLE III, “GAS SUPPLY AND DISTRIBUTION” OF CHAPTER 12, “MUNICIPAL UTILITIES AND SERVICES,” OF THE CODE OF ORDINANCES OF THE TOWN OF ST. FRANCISVILLE, STATE OF LOUISIANA.

The gas rates of the municipality, effective immediately, shall be as follows:

Residential Customer, In Town Limits
• $13.00 base monthly service charge plus weighted average cost of gas per MCF + $7.65 for each unit of MCF.

Residential Customer, Out of Town Limits
• $14.00 base monthly service charge plus weighted average cost of gas per MCF + $7.65 for each unit of MCF.

Small Business Customer, In Town Limits shall be defined as a commercial establishment whose 12-month average usage is less than 150 units of MCF.
• $17.00 base monthly service charge plus weighted average cost of gas per MCF + $7.65 for each unit of MCF.

Small Business Customer, Out of Town Limits shall be defined as a commercial establishment whose 12-month average usage is less than 150 units of MCF.
• $18.00 base monthly service charge plus weighted average cost of gas per MCF + $7.65 for each unit of MCF.

Large Business Customer, In Town Limits shall be defined as a commercial establishment whose 12-month average usage is 150 MCF or more.
• $35.00 base monthly service charge plus weighted average cost of gas per MCF + $7.40 for each unit of MCF.

Large Business Customer, Out of Town Limits defined as a commercial establishment whose 12-month average usage is 150 MCF or more.
• $36.00 base monthly service charge plus weighted average cost of gas per MCF + $7.40 for each unit of MCF.

HOSPITAL SERVICE DISTRICT HIGH USAGE RATE

Hospital Service District High Usage Rate (Total Monthly Usage 500 MCF or More)
• $35.00 base monthly service charge plus weighted average cost of gas per MCF + $6.25 for each unit when total monthly usage per meter exceeds 500 MCF.
Hospital Service District High Usage Rate (Total Monthly Usage below 500 MCF)
When the Hospital Service District’s High Usage Meter drops below 500 MCF of monthly usage, that meter will be billed at the Large Business Customer, In Town Limits rate as set above and remain as such, until a monthly usage of 500 MCF is reached or exceeded.
Calculation of usage shall be based on a per meter basis, with each meter considered separately and not as a collective usage from multiple meters.
MCF = 1,000 standard cubic feet.
Rates for all customers may be adjusted annually based on “CPI Index" or as needed to maintain safety & reliability of the gas system.

Passed by a unanimous vote of the Town of St. Francisville Board of Alderman on August 13, 2019.

4. Discuss and/or Take Action on Grant Writer
Mayor and Alderman discussed retaining a grant writer to search for funding opportunities on special projects. No action taken.

5. Discuss and/or Take Action on Accepting the Recommendation from Planning and Zoning Regarding the Major Subdivision Request from the St. Francisville Area Foundation.
Motion made by Abby T. Cochran, seconded by Susie Tully to table this item until the next meeting due to concerns regarding the health, safety and welfare of the community and; to request that Charlie Perdue attend the next meeting give a presentation of his project and answer questions from the Board of Alderman. All in favor, none opposed. Motion carried.

6. Discuss and/or Take Action on Declaring Old Townhall Office Furniture Surplus Property.
Motion made by Abby T. Cochran, seconded by James R. Leake to declare the old townhall office furniture surplus property. All in favor, none opposed. Motion carried.

7. Departmental Updates – Mayor D’Aquilla

a. Mayor’s Comments – Mayor D’Aquilla informed the Board of Alderman that the town will need to install new fencing for the oxidation pond. He will get a measurement of the footage required so we can start begin requesting price quotes.

b. Police Report – Chief Scott Ford.

c. Permitting & Planning Updates – Report provided by Building Official, Don Simmons.

d. Main Street Report – Main Street Manager, Laurie Walsh
