MINUTES OF THE PUBLIC REGULAR MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, NOVEMBER 26, 2019 at 5:30 P.M.
The Town of St. Francisville Board of Aldermen met in Public Regular Meeting this 26th day of November 2019 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. The meeting was called to order at 5:31 p.m. with the following members present: Mayor William H. D’Aquilla, Alderman James R. Leake, Alderman Susie Tully and Alderman Bryan Kelley. Also, present, Assistant Town Attorney Ben Klein, Police Chief Scott Ford and Town Clerk Shannon Sturgeon.
Absent: Alderman Abby T. Cochran, Alderman Gigi Robertson, Town Attorney Jesse Means and Main Street Manager Laurie Walsh.

Pledge led by: Susie Tully
Motion made by Susie Tully, seconded by Bryan Kelley to approve the minutes from the regular meeting of November 12, 2019. All in favor, none opposed. Motion carried.
Open Floor for Public Comment
Mayor D’Aquilla opened the floor for public comments before commencing with new business.
No public comments submitted.
*Alderman Gigi Robertson joined the meeting at 5:33 p.m.
1. Professional Engineering Consultants Update
– Bianca Hillhouse.
Cast Iron Water Main Replacement:
LGAP and CWEF Grant applications are being submitted.
Water and Gas Meters Upgrade and Automation:
PEC spoke with another manufacturer (Neptune) and is continuing the research about the available technologies. We also requested references for locations where their system is being currently utilized
PEC Contacted the City of Gonzales, and spoke with their City Engineer, Ms. Jacky Bauman and inquired about the system that they are utilizing. Ms. Bauman stated that they are using Utility Metering Solutions out of Hammond, and they have installed approximately 5,000 water meters. They appear pleased with their system so far. PEC will follow up with contacting that company to find out more information.
2. Audit Report for 2018/2019 Fiscal Year
– Presented by Postlethwaite & Netterville
Mr. Tommy Naquin of Postlethwaite and Netterville presented the 2018/2019 audit report and answered questions from the Board of Alderman. The auditors stated that the Town of St. Francisville is in good financial shape.
Motion made by James R. Leake, seconded by Susie Tully, to accept the 2018/2019 audit report as presented. All in favor, none opposed, motion carried.
3. Approve Auditor for 2019/2020 Fiscal Year
Motion made by Gigi Robertson, seconded by Bryan Kelley to retain Postlethwaite & Netterville as auditor for the 2019/2020 fiscal year. All in favor, none opposed, motion carried.

d. Permitting & Planning Updates – Written report by Building Official, Don Simmons.

Motion made by Gigi Robertson, seconded by Susie Tully to adjourn the meeting at 6:26 p.m. All in favor, none opposed. Motion carried.
