The Town of St. Francisville Board of Aldermen met in Public Regular Meeting this 10th day of November 2019 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. The meeting was called to order at 5:35 p.m. with the following members present: Mayor William H. D’Aquilla, Alderman James R. Leake, Alderman Abby T. Cochran, Alderman Gigi Robertson and Alderman Susie Tully. Also, present, Assistant Town Attorney Ben Klein, Main Street Manager Laurie Walsh and Town Clerk Shannon Sturgeon.

Absent:. Alderman Bryan Kelley, Town Attorney Jesse Means and Police Chief Scott Ford.

Pledge led by: Sarah Wilson-Wright.

Motion made by Susie Tully, seconded by Abby T. Cochran to approve the minutes from the regular meeting of November 26, 2019. All in favor, none opposed. Motion carried.

1. Professional Engineering Consultants Update – Bianca Hillhouse by email
Wastewater Treatment Plant Relocation:

• Started to look at potential sites for the relocated facility
• Started to look at FEMA funding opportunities through the Public Assistance and Hazard Mitigation Programs with collaboration from the West Feliciana Parish.

2. Approve Liquor Permit Renewals for 2020
Motion made by James R. Leake seconded by Susie Tully to approve the below listed Alcohol Permit Renewals and to grant the Mayor D’Aquilla the authority to issue Alcohol Permit Renewals to other business that submit their proper documentation before the December 31st. deadline. In favor: James R. Leake, Abby T. Cochran and Susie Tully. Abstained: Gigi Robertson. Motion carried.

3. Discuss Cat Island National Refuge
The Mayor and Alderman discussed the U.S. Fish and Wildlife Service (Service) at the Southeast Louisiana National Wildlife Refuges Complex (SELA) proposed implementation of usage fees for Cat Island National Wildlife Refuge and the negative impact it may have on tourism. SELA is interested in hearing from the public affected by the changes proposed and is requesting public comments beginning December 9, 2019 – January 9, 2020. After all discussion, it was decided that the Mayor and Board of Alderman would send a letter stating they do not support the proposed usage fees because of the negative impact it would have on our local tourism. Alderman Tully agreed to draft the letter.

i. Mayor D’Aquilla noted that the annual Christmas in the Country event held the weekend of December 6 – 8m 2019 was one of the most successful in the history of the event. A special thank you was extended to Main Street Manager, Laurie Walsh for coordinating this event.
