MINUTES OF THE REGULAR MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, JUNE 9TH, 2020 at 5:30 P.M.

The Town of St. Francisville Board of Aldermen met in Regular Meeting this 9th day of June 2020 at 11936 Ferdinand St., Town Hall, St. Francisville, LA.

THE MEETING IS OPEN TO THE PUBLIC. We will practice safe distance measures and allow up to 50% occupancy including Mayor, Aldermen, staff and members of the public. Your comments will be read aloud in the meeting during the Public Comment section. In your email, please indicate the agenda item, your first and last name, your address, and your comment. Should you wish to speak at the meeting in person, please contact Shannon Sturgeon, Town Clerk at 225-635-3688 no later than Monday, June 8, 2020 at 4:00 P.M. to coordinate your request. In these extraordinary times we are trying to provide the most access within the bounds of keeping our community, elected officials and employees safe as possible.

The meeting was called to order at 5:32 p.m. with the following members present: Mayor William H. D’Aquilla, Alderman James R. Leake, Alderman Abby T. Cochran, Alderman Gigi Robertson and Alderman Susie Tully. Also present, Assistant Town Attorney Ben Klein, Police Chief Scott Ford, Town Clerk Shannon Sturgeon and Deputy Clerk Stacy Orr. Main Street Manager Laurie Walsh attending by online computer platform.

Absent: Alderman Bryan Kelley and Town Attorney Jesse Means.

Pledge led by: Susie Tully

Motion made by Susie Tully, seconded by Gigi Robertson to approve the minutes from the regular meeting of May 26, 2020. All in favor, none opposed. Motion carried.

Open Floor for Public Comment

Mayor D’Aquilla opened the floor for public comments before commencing with new business.
No public comments were submitted in person, by email or letter.

New Business:

Discuss Request for Annexation from Point Prospect, LLC

• Introduced Attorney Michael Hebert who the town is consulting with regarding annexation.
• Craig Gosserand was present to represent Pointe Prospect, LLC who is requesting the property to be annexed.
• Bianca Hillhouse of Professional Engineering Consulting was present to answer questions regarding impact to the town’s infrastructure.

There was a discussion regarding pros and cons of the requested annexation. Alderman Susie Tully requested that a copy of the traffic study be made available to the town.

Motion made by James R. Leake, seconded by Gigi Robertson that after receipt of a complete and corrected application, to proceed with drafting an annexation ordinance. All in favor, none opposed. Motion carried.

Introduce ORDINANCE 2020-3 - AN ORDINANCE AMENDING SECTION 2-6, "BASE SALARIES FOR ELECTED AND APPOINTED MUNICIPAL OFFICIALS," OF CHAPTER 2, "ADMINISTRATIONS," OF THE "CODE OF ORDINANCES OF THE TOWN OF ST. FRANCISVILLE, LOUISIANA", PARAGRAPH (a), "BASE SALARIES FOR ELECTED MUNICIPAL OFFICIALS”.

Motion made by James R. Leake, seconded by Gigi Robertson to introduce ordinance 2020-3 and to set a public hearing for June 26, 2020. Vote as follows: Yea: James R Leake, Gigi Robertson, Abby T. Cochran. Abstain: Susie Tully. Absent: Bryan Kelley. Motion passed.

Approve Official Journal
The bid received for the Official Journal was presented to the Mayor and Board of Alderman. The Advocate’s St. Francisville Democrat bid quote was $4.80 per square of 100 words to be set in eight-point over nine-point (8/9) type set.

Motion made by Abby T. Cochran, seconded by Susie Tully to appoint The Advocate’s St. Francisville Democrat as the Official Journal for the next year beginning July 1, 2020 through June 30, 2021. All in favor, none opposed. Motion carried
