The Town of St. Francisville Board of Aldermen met in Regular Meeting this 25th day of August 2020 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. 
THE MEETING IS OPEN TO THE PUBLIC.   We will practice safe distance measures and allow up to 50% occupancy including Mayor, Aldermen, staff and members of the public.  As a courtesy to those not comfortable attending in person, you may view the meeting through Facebook Live on the town’s Facebook page - TOWN OF ST. Your comments will be read aloud in the meeting during the Public Comment section.  In your email, please indicate the agenda item, your first and last name, your address, and your comment.  Should you wish to speak at the meeting in person, please contact Shannon Sturgeon, Town Clerk at 225-635-3688 no later than Monday, August 24, 2020 at 4:00 P.M. to coordinate your request.  In these extraordinary times we are trying to provide the most access within the bounds of keeping our community, elected officials and employees safe as possible.  
The meeting was called to order at 5:37 p.m. with the following members present: Mayor William H. D’Aquilla, Alderman James R. Leake, Alderman Gigi Robertson and Alderman Susie Tully. Also present,  Town Attorney Jesse Means, Assistant Town Attorney Ben Klein, Police Chief Scott Ford, Main Street Manager Laurie Walsh, Town Clerk Shannon Sturgeon and Deputy Clerk Stacy Orr.
Absent: Alderman Abby T. Cochran and Alderman Bryan Kelley

Motion made by Susie Tully, seconded by Gigi Robertson to approve the minutes from the regular meeting of August 11, 2020.   All in favor, none opposed.  Motion carried.

Mayor D’Aquilla opened the floor for public comments before commencing with new business.

New Business
PEC Update – Bianca Hillhouse
Cast Iron Water Main Replacement: PEC is continuing with the design for the east side of Prosperity Street.
Wastewater Treatment Plant Relocation: Preliminary analysis for the plant’s relocation is continuing, including research of potential plant sites and force main routes.  The town is continuing to pursue funding avenues for the project. 
Commerce Street Drainage Improvements:PEC received two bids on the project out of the 5 requests for proposals sent out.  The low bid was submitted by H&H Projects of Denham Springs in the amount of $90,390.00 (see attached bid tabulation), which is approximately $23,000.00 above the engineer’s estimate.  The Town may wish to proceed with the award, or we could re-bid (either again by requests for proposals including additional Contractors or by full 25-day advertisement in the newspaper).
Review and/or Take Action on Bids for the Commerce Street Drainage Improvement Project
Motion made by Gigi Robertson, seconded by Susie Tully to reject the two bids submitted and allow PEC to seek out additional proposals.  All in favor, none opposed.  Motion passed.

David Bailey of Bailey Cable / Equipment Relocation

David Bailey was advised that the current zoning of his property does not allow for a tower to be installed.  His only course of action would be to submit an application for request of rezoning from BMX (Business Mixed Use) to IS (Institutional) to planning and zoning.
Discuss Release of Gas Service Area Franchise for the Bluffs to Gas Utility District No. 1 of West Feliciana Parish
Motion made by James R. Leake, seconded by Susie Tully to authorize Mayor D’Aquilla to sign the PARTIAL TRANSFER OF NATURAL GAS DISTRIBUTION SYSTEM SERVICE AREA agreement transferring the gas service area franchise for the Bluffs to Gas Utility District No. 1 of West Feliciana Parish.  All in favor, none opposed.  Motion passed.
