MINUTES OF THE REGULAR MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, OCTOBER 27TH, 2020 at 5:30 P.M.
 
The Town of St. Francisville Board of Aldermen met in Regular Meeting this 27th day of October 2020 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. 
 
The public meeting was called to order at 5:48 p.m. with the following members present: Mayor Billy D’Aquilla, Alderman James R. Leake, Alderman Abby T. Cochran, Alderman Gigi Robertson,  Alderman Susie Tully and Alderman Bryan Kelley.  Also present, Town Attorney Jesse Means, Police Chief Scott Ford, Main Street Manager Laurie Walsh, Clerk Shannon Sturgeon and Deputy Clerk Stacy Orr.
 
Absent:  Assistant Town Attorney Ben Klein
 
Prayer led by: Jesse Means
Pledge led by: Abby T. Cochran
 
Motion made by Susie Tully, seconded by Abby T. Cochran to approve the minutes from the Regular Meeting of October 13, 2020.   All in favor, none opposed.  Motion carried
 
PEC Report – written update provided by Bianca Hillhouse of Professional Engineering Consultants (PEC).
·      Cast Iron Water Main Replacement - Project Advertises for Bids tomorrow (10/28/20).  Bid opening is scheduled for 11/25/20 at the Town Hall at 10:00 am.
·      Wastewater Treatment Plant Relocation – Property appraisal has been received.  The boundary survey is being completed, and servitude routes are being finalized.   A preliminary environmental check is also being conducted.
·      Commerce Street Drainage Improvements – The pre-construction meeting is scheduled for Wednesday 11/4/20 at Town Hall at 1:30 pm.
·      CWEF/LGAP Applications - New applications are due February 1, 2021.
 
Update Royal Street Erosion
The Town is experiencing some erosion issues at the two locations on Royal Street.  Bianca Hillhouse  of PEC was unable to attend the meeting but sent a copy of her site visit report from June 2019. PEC will revisit the site with a geotechnical engineer to determine a proposed repair and present that information upon completion.

Approve Purchase of Truck for Utility Department– Motion made by Susie Tully, seconded by Bryan Kelley to move item to the next agenda.  All in favor, none opposed.  Motion passed.

·      Sales Tax Election is on track.
·      Continuing to work on blighted property issues.
