MINUTES OF THE REGULAR MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, FEBRUARY 9TH, 2021 at 5:30 P.M.
 
The Town of St. Francisville Board of Aldermen met in Regular Meeting this 9th day of February 2021 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. 
 
The public meeting was called to order at 5:30 p.m. with the following members present: Mayor Robert P. Leake, Alderman Abby T. Cochran, Alderman Andrew D’Aquilla, Alderman James R. Leake and  Alderman Al Lemoine.
 
Absent:  Alderman Gigi Robertson
Prayer led by: Al Lemoine and Sarah Rogers
Pledge led by: Chief Scott Ford
 
Motion made by Al Lemoine, seconded by Andrew D’Aquilla to approve the minutes from the Public Hearing/Regular Meeting of  January 26, 2021.   All in favor, none opposed.  Motion carried

Mayor Leake opened the floor for public comments before commencing with new business.

Resolution in Memoriam / Wayne Slater
 
WHEREAS, the citizens of the Town of St. Francisville lost a faithful friend and public servant with the passing of Wayne Russell Slater on February 4, 2021, at the age of 60 years; and
 
WHEREAS, Mr. Slater was born to a military family at Keesler AFB in Biloxi, MS, and although he lived many places growing up, after receiving a Bachelor of Science in Biology and Master of Sciences in Marine Sciences, he made a home for himself and his family in the Town of St. Francisville; and
 
WHEREAS, since October 2014, Mr. Slater served the citizens of the Town of St. Francisville as a Commissioner on the Planning and Zoning Commission, and the Historic District Commission.  Always with a keen eye, respect for the past, awareness for the present, and enthusiasm for the future, Commissioner Slater was a faithful steward and protector of what makes our Town great, but always endeavored to make it greater; and
 
WHEREAS, always faithful to God, his family, and his community, Commissioner Slater was a member, liturgist, and Sunday school teacher at St. Francisville United Methodist Church; he served as the Cubmaster and Scoutmaster for Scout Troop 61; he was a Mason, a local volunteer, and an avid biker and runner; and
 
WHEREAS, the citizens of the Town of St. Francisville will remember Wayne Russell Slater, with affection for his dedicated public service and the goodwill and friendship he extended to everyone. He was a good man, and spent his life making the Town of St. Francisville a better place for us all:
 
 
NOW THEREFORE BE IT RESOLVED that the Mayor and Board of Aldermen of the Town of St. Francisville hereby expresses its appreciation for Commissioner Wayne Russell Slater and his contributions to the community and extends deepest sympathy to his family. He will be missed profoundly by all.

Motion made by James R. Leake, seconded by Abby T. Cochran to approve the Resolution In Memoriam for Wayne Slater.  All in favor, none opposed.  Motion passed.

Approve Change Order #1 for Additional Piping at Water Well #4 on the Cast Iron Water Main Replacement Project
Motion made by Abby T. Cochran, seconded by James R. Leake  to approve change order request #1 on the Cast Iron Water Main Replacement Project for $24,100.00 in order to provide additional piping at Water Well #4.  All in favor, none opposed.  Motion carried.
 
Adopt Resolution 2021-4
A RESOLUTION APPROVING THE APPOINTMENT OF A DIRECTOR AND AN ALTERNATE DIRECTOR TO REPRESENT THE TOWN OF ST. FRANCISVILLE, STATE OF LOUISIANA, ON THE BOARD OF DIRECTORS OF THE LOUISIANA MUNICIPAL NATURAL GAS PURCHASING AND DISTRIBUTION AUTHORITY AS PROVIDED BY CHAPTER 10-B OF TITLE 33 OF THE LOUISIANA REVISED STATUTES OF 1950.
 
Motion made by Andrew D’Aquilla seconded by Al Lemoine to adopt Resolution 2021-4 appointing Robert “Bobee” Leake as director and Abby T. Cochran as alternate director to represent the Town of St. Francisville on the board of directors for LMGA.  All in favor, none opposed.  Motion carried.
