MINUTES OF THE REGULAR MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, JULY 27, 2021 at 5:30 P.M.
 
The Town of St. Francisville Board of Aldermen met in Regular Meeting this 27th day of July 2021 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. 
 
The public meeting was called to order at 5:30 p.m. with the following members present: Mayor Robert P. Leake, Alderman Abby T. Cochran, Alderman Andrew D’Aquilla, Alderman James R. Leake and Alderman Al Lemoine.
 
Absent:  Alderman Gigi Robertson
Prayer led by:  Abby T. Cochran
Pledge led by:  James R. Leake
 
Motion made by Andrew D’Aquilla, seconded by Al Lemoine to approve the minutes from the Regular Meeting of  July 13, 2021.   All in favor, none opposed.  Motion carried.
 
Open Floor for Public Comment
Mayor Leake opened the floor for public comments before commencing with new business.  No public comments were submitted.
 
PEC Report –  Bianca Hillhouse of Professional Engineering Consultants (PEC).
 
WATER SYSTEM: Royal Street Water Main Replacement
·      The contractor is working on Royal Street proceeding East.  Some delays due to Covid cases in the construction crew and weather.
 
WASTEWATER SYSTEM:Plant Relocation Project
·      Cultural Resources Clearance Application
·      DEQ Permit Modification Application – To be submitted this week.
·      Soil Boring Report  - Completed.
·      Topographic Survey – Completed.
·      Resub Map for plant site – Received for review.
 
Presentation of Parker District
*Alderman Gigi Robertson joined at 5:47 p.m.
 
On behalf of Discovery Real Estate, Scott Sanchez distributed conceptional drawings of a mixed use development to the Board of Alderman and then requested an exemption to the sewer moratorium that was put in place by Ordinance 2020-4 and extended by Ordinance 2021-3. 
 
Motion made by Andrew D’Aquilla, seconded by Gigi Robertson to amend the agenda to introduce an ordinance amending the sewer moratorium to include a waiver process/procedure and to allow the Board of Aldermen to grant waivers.
 
Roll call vote to amend the agenda:
 
Al Lemoine – Nay
Abby T. Cochran – Nay
James R. Leake – Nay
Gigi Robertson – Yea
Andrew D’Aquilla – Yea
 
Motions to amend the agenda require a unanimous vote.  Motion failed.
 
Motion made by Abby T. Cochran to amend the agenda to introduce Ordinance 2021-5 AN ORDINANCE BY THE TOWN OF ST. FRANCISVILLE, LOUISIANA, PROVIDING FOR ALLOWANCE OF GOLF CARTS AND SLOW MOVING VEHICLES TO BE PERMITTED BY THE TOWN OF ST. FRANCISVILLE AND ALLOWED TO BE DRIVEN ON THE STREETS WITHIN THE TOWN OF ST. FRANCISVILLE CORPORATE LIMITS. 
 
Motion failed due to a lack of a second.
