MINUTES OF THE PUBLIC HEARING/REGULAR MEETING OF THE TOWN OF ST. FRANCISVILLE, MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA. TUESDAY-SEPTEMBER 14, 2021, at 5:30P.M.
 
The Town of St. Francisville Board of Alderman met in Public Hearing/Regular Meeting this 14th day of September 2021 at 11936 Ferdinand St., Town Hall, St. Francisville, LA.
 
The public meeting was called to order at 5:34pm with the following members present Mayor Robert ‘Bobee” Leake, Alderman Abby T. Cochran, Alderman Andrew D’Aquilla, Alderman James R. Leake.  Alderman Gigi Robertson entered the meeting at 5:45pm.
 
Absent: Alderman Al Lemoine
Prayer led by Abby T. Cochran
Pledge led by: Mayor Robert “Bobee” Leake
 
Motion made by Abby T. Cochran, seconded by Andrew D’Aquilla to approve the minutes from the regular meeting of August 24, 2021, with the revision to change the date for the approval of the meeting minutes to August 10, 2021.  All in favor, none opposed.  Motion carried.
 
Motion made by Abby T. Cochran, seconded by Andrew D’Aquilla to approve the minutes from the special meeting of September 2, 2021.  All in favor, none opposed.  Motion carried.

Public hearing for Ordinance 2021-6 opened 5:35pm.  The floor was opened for public comment.  There being no public comments, the public hearing was closed at 5:36pm.

Public Hearing for Ordinance 2021-7 opened 5:36pm.  The floor was opened for public comment.  There being no public comments, the public hearing was closed at 5:37pm.   The Regular Meeting was opened at 5:37pm.

Open Floor for Public Comment on Agenda Items
Mayor Leake opened the floor for public comments on the agenda items before commencing with new business. No public comments submitted.
 
NEW BUSINESS:
 
1.     PEC Report- Bia Hillhouse gave updates on various projects, Royal Street Water Main Replacement, Wastewater System, Erosion concerns on Havard, Princeville and Feliciana Streets. 
 
2.     Adopt Ordinance 2021-6
AN ORDINANCE OF THE TOWN OF ST. FRANCISVILLE ESTABLISHING A RATE SCHEDULE FOR SALES TO LARGE VOLUME INDUSTRIAL CUSTOMERS.
Motion made by James R. Leake, seconded by Andrew D’Aquilla to adopt Ordinance 2021-6 as presented. 
The Roll Call vote was as follows:

NAYS: none
ABSENT: Gigi Robertson and Al Lemoine
ABSTAIN: none
 
Ordinance 2021-6 was declared adopted.
 
 
 
 
3.     Adopt Ordinance 2021-7
A SECOND SUPPLEMENTAL BOND ORDINANCE AMENDING THE DEFINITION OF “GAS REVENUES” PROVIDING FOR THE CONSENT TO SUCH AMENDMENT BY THE OWNER OF ALL OF THE BONDS OUTSTANDING UNDER THE BOND ORDINANCE; AND PROVIDING FOR OTHER MATTERS IN CONNECTION THEREWITH.
 
Motion made by Andrew D’Aquilla, seconded by James R. Leake to adopt Ordinance 2021-7 as presented.
 
The Roll Call vote was as follows:

NAYS:  none

Ordinance 2021-7 was declared adopted.
 
4.     Adopt Resolution 2021-10
A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH THE WEST FELICIANA PARISH SHERIFF AND EX-OFFICIO TAX COLLECTOR RELATING TO THE COLLECTION OF AD VALOREM TAXES.
 
Motion made by Andrew D’Aquilla, seconded by Abby T. Cochran to adopt Resolution 2021-10 as presented. All in favor, none opposed.  Motion carried.
 
5.     Motion was made by James R. Leake and seconded by Andrew D’Aquilla to approve the Cooperative Endeavor Agreement for the collections of Ad Valorem taxes.  All in favor, none opposed.  Motion carried. 
 
6.     Departmental Updates-Mayor Leake
 

a.     Mayor Leake called for Scott Ford to serve notice of Special Meeting required to hire Engineering firm to provide services in conjunction with the American Rescue Funds and Water Sector Program Grant Application.  Served at meeting were Mayor Robert “Bobee” Leake, Alderman: Abby T. Cochran, James R. Leake, Andrew D’Aquilla and Gigi Robertson.  Town Attorney Ben Klein was also served at the meeting.  Alderman Al Lemoine will be served separately. 
b.     Mayor Leake expressed his gratitude and appreciation to the Town of St. Francisville Police Department for their diligence during the Hurricane Ida recovery and support for the local businesses.
c.     Mayor Leake recognized and thanked the Town Maintenance crew for coming out after Hurricane Ida to clear the roads for any debris and fallen limbs.  These gentlemen are our support system to keep the town operating.  Donald Stephens, Frank Lindsly, Tyrone Davis, Mike Snowden, Keaton Lewis, Stacy Loyd, Barry Sigur, Snerling Lockwood and Chris Emery. 
d.     Mayor Leake recognized and expressed his thanks and appreciation to the team that accompanied him on Labor Day to go to Livingston Parish to assist with Hurricane Ida cleanup.  Barry Sigur, Snerling Lockwood, Stacy Loyd, Chris Emery and Keaton Lewis.

g.     Permitting and Planning Updates- Written report by Building Official, Don Simmons
h.     Main Street Report – Written report by Main Street Manager, Laurie Walsh

7.     Adjournment
