MINUTES OF THE PUBLIC HEARING/REGULAR MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, APRIL 10, 2018 at 5:30 P.M.

The Town of St. Francisville Board of Aldermen met in public hearing/regular session this 10th day of April 2018 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. The meeting was called to order at 5:31 p.m. with the following members present: Mayor William H. D’Aquilla, Aldermen James R. Leake, Alderman Abby T. Cochran, Alderman Gigi Robertson, Alderman Susanne “Susie” Tully and Alderman Joseph “Bryan” Kelley. Also present, Assistant Town Attorney Leslie Daniel, Main Street Manager Laurie Walsh and Town Clerk, Shannon Sturgeon.

Absent: Police Chief Scott Ford and Town Attorney Jesse Means.

Prayer led by Alderman Gigi Robertson.

The pledge was led by Alderman James R. Leake

Motion made by James R. Leake, seconded by Bryan Kelley to approve the minutes from the last regular meeting March 27, 2018. All in favor, motioned carried.

PUBLIC HEARING

Open Public Hearing for Ordinance 2018-1 An Ordinance Adopting Town of St. Francisville Historic District Guidelines.

Open Floor for Public Comment
Mayor D’Aquilla opened the floor for any public comments for Ordinance 2018-1. No public comments made.

Public hearing closed at 5:37 p.m. and regularly scheduled public meeting began.

New Business:

1. PEC Report – information provided by Bianca Hillhouse of PEC.

Water Well #4:
Update: Request for retainage/final payment received from Griner Drilling Services.

SCADA System Installation / Sewer Lift Stations
Update: Purchase order has been issued. No installation date not yet provided.

New 2” Gas Line on Old Hwy 66
Update: Contractor will be on the jobsite in two weeks.

Drainage Washout / Audubon Hills Subdivision
Update: PEC will look at scope with Wally this week and present a report at the next board meeting.

2. Adopt Ordinance 2018-1 An Ordinance Adopting Town of St. Francisville Historic District Guidelines.
After discussion, this item moved to the next agenda. A second public hearing is set for April 24, 2018 and will be re-advertise in the official journal. No further action taken.

3. Discuss and/or Approve Appropriate Action of Honoring Russell Achord.
Mayor D’Aquilla spoke with Scout Master Wayne Slater, who was unable to attend tonight’s meeting, to suggest a plaque be installed honoring Russell Achord. The Boys Scouts will provide the wording they would like on the plaque. The Town will then purchase and install the plaque at an agreed upon location. Mr. Slater will attend the next board meeting to help finalize details. No further action taken. Item moved to the next agenda.

5. Executive Session to Discuss Litigation
Motion made by Susie Tully, seconded by Abby T. Cochran to enter in to executive session for approximately thirty minutes to discuss pending litigation. All in favor, none opposed. Motion carried.

Meeting room was cleared and executive session began at 6:01 p.m.

Executive session exited at 6:12 p.m. The public was invited back in the meeting room and regular board meeting was resumed.

Motion to Dismiss Appeal
Motion made by Susie Tully, seconded by Gigi Robertson to dismiss appeal against West Feliciana Parish Government. All in favor, none opposed. Motion carried.

Motion to File Suit
Motion made by Abby T. Cochran, seconded by Bryan Kelley to authorize town attorneys to file suit for declaratory judgement against West Feliciana Parish Government related to State Laws defining jurisdiction over parish property located in town limits. All in favor, none opposed. Motion carried.

Motion to File Suit
Motion made by Bryan Kelley, seconded by James R. Leake to authorize town attorneys to file suit against Relief Windows for violating Town of St. Francisville’s Stop Work Order. All in favor, none opposed. Motion carried.

6. Adjournment
Motion made by Abby T. Cochran, seconded by Bryan Kelley to adjourn the meeting at 6:15 p.m. All in favor, none opposed. Motion carried.
