MINUTES OF THE PUBLIC HEARING/ PUBLIC REGULAR MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, JANUARY 8, 2019 at 5:30 P.M.

The Town of St. Francisville Board of Aldermen met in regular session this 8th day of January 2019 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. The meeting was called to order at 5:34 p.m. with the following members present: Mayor William H. D’Aquilla, Alderman James R. Leake, Alderman Abby T. Cochran, Alderman Susie Tully and Alderman Bryan Kelley. Also present, Town Attorney Jesse Means, Police Chief Scott Ford, Main Street Manager Laurie Walsh and Town Clerk Shannon Sturgeon.

Absent: Alderman Gigi Robertson and Assistant Town Attorney Leslie Daniel

Prayer led by Jesse Means.

Pledge led by Bryan Kelley.

Motion made by James R. Leake, seconded by Bryan Kelley to approve the minutes from the last regular meeting December 11, 2018. All in favor, none opposed. Motioned carried.

Motion made by Susie Tully, seconded by Abby T. Cochran to move agenda item #1, #6 & #7 to the beginning of the agenda.

Item #1 PEC Report – Bianca Hillhouse of Professional Engineering Corporation (PEC) provided the following project update to the Mayor and Board of Alderman.

Drainage Washout on Audubon Hills:
• Capital Outlay Funding Application has been submitted for $345,000.00

Cast Iron Water Main Replacement:
• Capital Outlay Funding Application has been submitted for $540,000.00
• LGAP Grant Funding has been received in the amount of $35,000.
• Still waiting to hear back of the CWEF Grant application award.

Development on Burnett Road (Connecting to US 61 and Commerce St):
• Started looking at required sewer improvements.

DHH Letter Received:
• PEC is helping answer items noted on the water system. Main improvements may need to be made to the housing of the Chlorination Systems.

Sewer WWTP Permit:
• DEQ Issued Draft Permit for review.

Item #6 Authorize Purchase of New Backhoe
Motion made by James R. Leake, seconded by Susie Tully to purchase a CASE 580SN Tractor Loader Backhoe from Crawler Supply thru a 48 month Municipal Lease for a Louisiana State Contract Price of $80,333.50. All in favor, none opposed. Motion carried.
