MINUTES OF THE REGULAR MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, NOVEMBER 10TH, 2020 at 5:30 P.M.
 
The Town of St. Francisville Board of Aldermen met in Regular Meeting this 10th day of November 2020 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. 
 
The public meeting was called to order at 5:36 p.m. with the following members present: Mayor Billy D’Aquilla, Alderman James R. Leake, Alderman Abby T. Cochran, Alderman Gigi Robertson and Alderman Susie Tully. Also present, Town Attorney Jesse Means, Assistant Town Attorney Ben Klein, Main Street Manager Laurie Walsh, Clerk Shannon Sturgeon and Deputy Clerk Stacy Orr.
 
Absent:  Alderman Bryan Kelley & Police Chief Scott Ford
 
Prayer led by: Jesse Means
Pledge led by: Susie Tully
 
Motion made by Abby T. Cochran, seconded by Gigi Robertson to approve the minutes from the Regular Meeting of October 27th, 2020.   All in favor, none opposed.  Motion carried
 
Open Floor for Public Comment
Mayor D’Aquilla opened the floor for public comments before commencing with new business. 
No comments made from the floor.
 
Mayor D’Aquilla recognized the Mayor-elect Robert P. (Bobee) Leake.  The Mayor also congratulated the newly elected aldermen, Andrew D’Aquilla and Al Lemoine.  All newly elected officials will take office in January of 2021.
 
Proclamation Recognizing Outstanding Efforts and Service Regarding the 2020 Census -
Mr. Jim Dart attended the meeting and accepted a Proclamation on behalf of Michaela Williams, Sally Davis and himself.  The Town of St. Francisville is forever thankful for the hard work and dedication in helping ensure that as many residents of the Town as was possible were counted and otherwise took part in the 2020 census.
 
PEC Report – Bianca Hillhouse of Professional Engineering Consultants (PEC).
·      Cast Iron Water Main Replacement - Bid opening is scheduled for 11/25/20 at the Town Hall at 10:00 am.
·      Wastewater Treatment Plant Relocation – Property appraisal has been received.  The boundary survey is being completed, and servitude routes are being finalized.   A preliminary environmental check is also being conducted.
·      Commerce Street Drainage Improvements – The pre-construction meeting was held Wednesday 11/4/20.  Waiting on cost to upsize culvert sizes.  
·      CWEF/LGAP Applications - New applications are due February 1, 2021.
 
Update Royal Street Erosion
The Town is experiencing some erosion issues at the two locations on Royal Street.  One of the locations (behind the old Town Hall) may be able to be repaired by sealing the existing wall, but the other location has some structural issues.  PEC is reaching out to a geotechnical firm to look into the solution. 
 
Status Update Regarding Purchase of Truck for Utility Department
We are waiting on the new state contract pricing.
 
Waste Management Update
The Town will host a meeting with businesses Monday November 16th at 5:30 to allow business owners to express their concerns with the garbage pick-up changes.  Any questions or concerns can then be addressed by Waste Management.
 
Discuss Replacement and/or Repairs of Fencing at Various Locations
Motion made by Abby T. Cochran, seconded by James R. Leake to authorize Mayor D’Aquilla  and Superintendent Wallace Neal to hire and work with a contractor to get the necessary fencing repairs done.
All in favor, none opposed.  Motion passed.
