MINUTES OF THE REGULAR MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, AUGUST 10, 2021 at 5:30 P.M.
 
The Town of St. Francisville Board of Aldermen met in Regular Meeting this 10th day of August 2021 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. 
 
The public meeting was called to order at 5:30 p.m. with the following members present: Mayor Robert P. Leake, Alderman Abby T. Cochran, Alderman James R. Leake and Alderman Al Lemoine.
 
Absent:  Alderman Gigi Robertson & Alderman Andrew D’Aquilla
Prayer led by:  Abby T. Cochran
Pledge led by:  James R. Leake
 
Motion made by Al Lemoine, seconded by James R. Leake to approve the minutes from the Regular Meeting of  July 27, 2021.   All in favor, none opposed.  Motion carried.
 
Open Floor for Public Comment on Agenda Items:
Mayor Leake opened the floor for public comments before commencing with new business.  Audience member Eric Weinberger spoke about some concerns he had regarding the allowance for golf carts to be driven in town.  Mayor Leake gave him a copy of the actual ordinance being introduced that addressed many of the concerns presented by Mr. Weinberger.
 
*Alderman Gigi Robertson and Alderman Andrew D’Aquilla joined the meeting at 5:34 p.m.
 
PEC Report –  Bianca Hillhouse of Professional Engineering Consultants (PEC).
 
WATER SYSTEM: Royal Street Water Main Replacement
·      The contractor is working on Royal Street proceeding East.  Some delays due to Covid cases in the construction crew and weather.
 
WASTEWATER SYSTEM:Plant Relocation Project
·      Cultural Resources Clearance Application
·      DEQ Permit Modification Application – Has been submitted.
·      Soil Boring Report  - Completed.
·      Topographic Survey – Completed.
·      Resub Map for plant site – Received for review.
 
MISCELLANEOUS:
·      Water Sector Competitive Funding available for water and sewer projects.  PEC working on gathering project severity and scope items.
 
Introduce Ordinance 2021-5
AN ORDINANCE BY THE TOWN OF ST. FRANCISVILLE, LOUISIANA, PROVIDING FOR ALLOWANCE OF GOLF CARTS AND SLOW MOVING VEHICLES TO BE PERMITTED BY THE TOWN OF ST. FRANCISVILLE AND ALLOWED TO BE DRIVEN ON THE STREETS WITHIN THE TOWN OF ST. FRANCISVILLE CORPORATE LIMITS. 
 
Motion made by Al Lemoine, seconded by Abby T. Cochran to introduce ordinance 2021-5 and set a public hearing for August 24, 2021.  In favor – Al Lemoine, Abby T. Cochran, Gigi Robertson and James R. Leake.  Opposed – Andrew D’Aquilla.  Motion carried.

Council Concerns or Comments
 
Executive Session to Discuss the Institution of Legal Proceedings by Discovery Real Estate and Development, LLC against the Town and the Mayor Relating to and Regarding the Moratorium Imposed by Ordinance 2021-3.
 
Motion made by Abby T. Cochran, seconded by Gigi Robertson to enter into executive session.  Roll call vote:  Andrew D’Aquilla – Yea, James R. Leake – Yea, Abby T. Cochran – Yea, Gigi Robertson – Yea and Al Lemoine – Yea.
 
The estimate time for executive session was announced as one hour, the room was cleared and the executive session began at 6:03 p.m.
 
The executive session concluded at 7:20 and the regular meeting resumed. 
 
Adjournment
Motion made by James R. Leake, seconded by Andrew D’Aquilla to adjourn the meeting at 7:21 p.m.  All in favor, none opposed.  Motion carried.
